Proposal for officials living far away after the province merger to be allowed to rent public housing

The Ministry of Construction is consulting with localities on the policy of expanding the number of people renting public housing after the administrative unit arrangement.

The information was stated by the Ministry of Construction in an official dispatch responding to voters of the former Ha Giang province (now Tuyen Quang province) regarding housing support policies for officials, civil servants, and workers affected by the merger of provinces and communes.

Previously, Tuyen Quang voters proposed policies for localities to review and use existing land funds and offices to support housing for officials, civil servants, and workers who have to move to new provinces and communes to work.

"This solves difficulties for staff, reduces pressure from the virtual heat of real estate prices and limits planning disruption," said a voter in Tuyen Quang province.

In a response document, the Ministry of Construction said that in early May, it had sent a document requesting localities to report on their demand for public housing and recommend amending and supplementing public housing policies in accordance with the arrangement of administrative units.

The Ministry has studied the policy of expanding the scope of public housing rental, and plans to submit it to the competent authority for promulgation. This policy was previously assigned by the Prime Minister to the Ministry for study, and the deadline for submission is September 15.

Accordingly, cadres, civil servants and public employees in the provinces subject to the arrangement who do not have a house or have one but it is far from the workplace will be arranged to rent official houses. The provincial People's Committee shall specify the cases where the house is owned but far from the workplace and is entitled to support policies.

According to the current Housing Law, the subjects eligible to rent public housing include Party and State leaders during their tenure, or officials and civil servants of Party and State agencies, socio-political organizations who are mobilized, rotated, or seconded from the central to local levels, or from one locality to another...

Also according to the Ministry of Construction, people working at enterprises, state agencies, political organizations... affected by administrative unit restructuring are also entitled to rent social housing, according to Resolution 201 on a number of specific mechanisms and policies for social housing development and Resolution 192.

Regarding the review of land use and headquarters, the Prime Minister assigned the Ministry of Finance to guide localities in selecting and arranging headquarters when arranging administrative units and building a two-level government model, issued on June 14.

According to VnExpress, recently, many civil servants in merged localities, 60 km or more away from their old offices, have had to contribute money to rent rooms and rent cars to go to work. For example, in Can Tho, most of the cadres, civil servants and public employees in the old Soc Trang and Hau Giang have to provide their own accommodation and travel to work in the new city center. Some provinces and cities have proactively supported travel and working conditions for cadres and civil servants from local budget sources such as Hung Yen, Da Nang, Quang Ngai, Gia Lai, Ca Mau...
