According to the leader of the Hanoi Department of Education and Training, the unit previously proposed two options for the third exam subject but finally "finalized" foreign language as a compulsory subject in all levels of education.

Another new point in this year's exam is that in addition to the priority points according to the regulations, the regulations of the Ministry of Education and Training stipulate additional incentive points for students who win prizes in national-level exams.
