Fishermen's support during the stormy season

Quang Tri province is investing in completing a system of fishing ports combined with anchorage areas and storm shelters in the downstream area of ​​Thach Han River, to ensure safety for boats and fishermen during the rainy and stormy season.

The lower reaches of the Thach Han River, bordering the two communes of Cua Viet on the North bank and South Cua Viet on the South bank, are considered by fishermen in the Central region as a "common home" to bring their boats back to for shelter during storms. With the infrastructure system of fishing wharves, fishing ports, and shelters that have been invested and completed, the lower reaches of the Thach Han River are the largest shelters in Quang Tri province. This area not only provides shelters for thousands of vehicles in the province, but is also a shelter for hundreds of fishing boats from the Central provinces and cities.

In August - September 2025, storms No. 5, 6, 9 and No. 10 will consecutively head towards the Central region. For fishermen, bringing their boats to a safe storm shelter is like returning to their own solid home when the storm is about to pass.

In the downstream of the southern bank of the Thach Han River, there is the Nam Cua Viet Storm Shelter in Phu Hoi Village, Nam Cua Viet Commune. During the recent storm No. 10, hundreds of fishing boats from inside and outside the province and many fishermen came to this anchorage to take shelter from the storm. Fisherman Bui Toan, Nghe An Province, said that in normal weather conditions, he often brings his fishing boats to the wharves and fishing ports in the downstream of the Thach Han River to bring seafood ashore to sell, refuel, get food and drinking water to go out to sea.

When bringing their boats to this anchorage area, fishermen are guided by the Border Guard and local authorities to arrange and anchor their boats to ensure the safety of their property; to arrange stable accommodation, order and safety, so they feel very secure. This place is truly a solid "support" for fishermen when there is a storm.

Located right on the southern bank of Cua Viet estuary, Nam Cua Viet commune, Nam Cua Viet fishing port is also a large-scale anchorage and shelter. Since 2020, Nam Cua Viet fishing port has been upgraded and expanded with an investment capital of 130 billion VND. By September 2025, the wharf, jetty... items of this fishing port have been basically completed and received fishing boats to dock. After being upgraded and expanded, the capacity of Nam Cua Viet fishing port has increased from 1.3ha to 6.4ha; the capacity has increased from 5 - 6 ships with a capacity of 250 CV to 350 fishing boats with a capacity of over 400 CV.

On the North bank from Cua Viet estuary upstream of Thach Han River, there are many fishing ports combined with anchorage areas that have been and are being invested in and built. When there is a storm, fishermen can take shelter at Cua Viet Tourist Port, the foot of Cua Viet Bridge and the embankment in Ward 6, Cua Viet Commune. Upstream is the North Cua Viet Fishing Wharf and the surrounding waters, which is also the anchorage and shelter of many large-capacity fishing vessels.

About 1km from Bac Cua Viet Fishing Wharf is the Bac Cua Viet Storm Shelter, Tan Xuan Village, Cua Viet Commune. This anchorage area has a scale of 20 hectares with an investment capital of 120 billion VND. By September 2025, items such as ship locks, wharfs, and breakwaters have been completed and received fishing boats to take shelter from storms. Other items of this anchorage area are continuing to be completed to serve fishing logistics. After completion, the Bac Cua Viet Storm Shelter will ensure safety for 300 boats with a capacity of 90 - 1,000CV to take shelter from storms, and at the same time provide logistics services for the seafaring profession.

According to Mr. Tran Dinh Cam, Vice Chairman of the People's Committee of Cua Viet Commune, the North Cua Viet Storm Shelter has been effective since its inception. The proof is that hundreds of fishermen from Quang Tri and other central provinces and cities have brought their fishing boats here to anchor and take shelter during recent storms. Localities and people hope that investors and contractors will continue to speed up construction to complete the items as designed to ensure safety and convenience for fishermen during the storm season.

According to the Department of Agriculture and Environment of Quang Tri province, investing in completing the system of fishing ports and storm shelters not only ensures safety for boats and fishermen, but is also one of the important solutions contributing to promoting the development of the marine economy; at the same time, better combating illegal, unreported and unregulated (IUU) fishing.

The lower reaches of the Thach Han River have favorable conditions for investing in the construction of a fishing port combined with a large-scale storm shelter anchorage area to serve fishing logistics. However, the biggest limitation of this area is that the channel is silted up, due to increasingly complex rain and flood events in frequency and intensity, along with other factors such as changes in flow.

Cua Viet estuary is where the Thach Han River flows into the sea. Ships entering and leaving cargo ports, fishing ports, and storm shelters downstream of the Thach Han River must follow the Cua Viet estuary channel. Since the beginning of 2025, the Cua Viet estuary has been seriously silted up, making it difficult for large cargo ships and large fishing boats to move. The depth of the Cua Viet estuary channel has been silted up and is now only about 2.5m, instead of 8m as before the silting. Recently, Quang Tri province has coordinated with the Vietnam Maritime Administration to implement the Cua Viet estuary channel dredging project with a total investment of more than 20 billion VND.

Recently, the channel leading to the anchorage area combined with Bac Cua Viet fishing port has also been filled with soil and sand. The reason is that after the floods, especially after the historic floods in October 2020, sandbanks formed and filled the channel leading to the anchorage area, posing a risk to the safety of fishermen's boats.

To overcome this situation, Quang Tri province requested localities and units to develop an emergency dredging plan in the direction of socialization. The province also recommended relevant ministries and branches to allocate capital to dredging the channel in and out of Cua Viet estuary.
