Dien Bien Provincial Party Committee reported on the situation and results of 40 years of implementing the Party's innovation policy in the locality; the implementation of socio -economic development tasks, Party building and rectification, the political system, ensuring national defense and security and strengthening foreign relations in recent years; orientations for continued innovation and promoting socio-economic development of the province in the coming time.

The report shows that, after 40 years of implementing the renovation policy, with great efforts and determination along with breakthrough solutions, Dien Bien province has gradually overcome difficulties, risen up and achieved outstanding results in socio-economic development. GRDP growth is among the provinces that have reached a fairly high level compared to the national average. Infrastructure investment has been increased, social security has been ensured. Poverty reduction has achieved impressive results, the lives of people of all ethnic groups have been constantly improved. The work of building and rectifying the Party and a clean and strong political system has been seriously implemented, maintaining solidarity and unity in the entire Party.

Comrade Lo Van Phuong, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council, exchanged and gave opinions at the working session.

In particular, in the period of 2021 - 2023, the average GRDP growth rate of the province reached 7.77%/year, exceeding the target set by the Resolution, the average GRDP per capita in 2023 reached 42.98 million VND/year, an increase of 1.3 times compared to 2020. Budget revenue in the area in 2023 reached 1,640.42 billion VND, reaching 82.02% of the Resolution target. The PCI index in 2023 increased by 31 ranks; the administrative reform index in 2023 increased by 02 ranks compared to 2022. The industrial production value reached 9,558.47 billion VND, reaching 50.03% of the Resolution target, the average growth rate reached 7.91%/year...

At the working session, delegates evaluated and analyzed the achievements, limitations, shortcomings and causes after nearly 40 years of innovation such as: Labor productivity and average income per capita of Dien Bien province are still low compared to the whole country; income gap between population groups in the province; allocation of investment resources and budget taking into account local characteristics; organization of staffing, streamlining the apparatus; encouragement and protection of dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good; bottlenecks, obstacles, difficulties and solutions; promoting resources for the development of the province...

Politburo member Nguyen Xuan Thang acknowledged the achievements of the Party Committee, government and people of all ethnic groups in Dien Bien province over nearly 40 years of implementing the renovation policy. Comrade Nguyen Xuan Thang requested the Party Committee and government of Dien Bien province to continue promoting the tradition of solidarity, creativity, "Dien Bien spirit and will", taking advantage of all development potentials, turning challenges into opportunities; focusing on directing, leading and operating to accelerate the removal of "bottlenecks" in transport infrastructure, institutional reform and improving the investment environment, strengthening regional connectivity, promoting economic restructuring and the process of digital transformation, green transformation, energy transformation; developing human resources; increasing income and improving people's lives; successfully implementing the goal of developing Dien Bien province quickly and sustainably as set out in the Resolution of the 14th Provincial Party Congress.
