Fire prevention and fighting drill, search and rescue and oil spill response at Petrolimex Quang Ninh Company Limited

On the morning of September 30, the Provincial People's Committee organized a drill on fire fighting, rescue, and oil spill response at Petrolimex Quang Ninh Company Limited and Cua Luc sea area. Speaking at the opening of the exercise, Vice Chairman of the Provincial People's Committee Nguyen Van Cong highly appreciated the active participation of the forces in the training and exercise process. He emphasized that Quang Ninh is a key area for fire prevention and rescue work in the country in many fields, and is also a province with a high urbanization rate (about 70%). In recent times, fire prevention and rescue work has always received attention, leadership , direction, and maximum mobilization of resources, facilities, modern means, and the participation of the entire political system and the entire population.

The movements have been constantly developing in both breadth and depth, building many models of self-management, self-prevention, and volunteering in fire prevention and fighting. Therefore, the number of fires and explosions and damages caused by fires and explosions in the province have been controlled, restrained, and reduced; contributing to ensuring security and order, creating a favorable environment for socio -economic construction and development, for the peace and happiness of the people.

According to the hypothetical situation, a Flycam drone flying in the airspace of the oil tank of Petrolimex Quang Ninh Company had an accident and lost direction and crashed into the breathing valve area of ​​the oil tank. The accident caused a spark that caused a fire, an explosion of the oil vapor mixture, tore off a part of the tank roof, and also caused a fire on the surface of the tank. The explosion destroyed the cooling water spraying system around the tank wall and the fixed foam spraying system of the tank, making it inoperable.

Forces mobilized vehicles to fight the fire at the wharf area and at the ship pumping gasoline through the technological pipeline into the tank of the K130 Petroleum Logistics Enterprise.

At the same time, at the time of the fire and explosion, at the Company's wharf area, there was a Petrolimex 15 ship pumping gasoline through the technological pipeline into the tank of the K130 Petroleum Logistics Enterprise. When a fire and explosion occurred at the oil tank, which was at risk of spreading to the technological pipeline system, the Operation Team disconnected the ship from the Company's petroleum import system. However, due to hasty operations and incorrect disconnection procedures, the joint came loose, causing about ^3m3 of gasoline to spill onto the wharf, causing an oil spill.

Firefighting robots were mobilized to fight the fire.

The exercise sets high requirements in resolving many difficult situations with the participation of thousands of people along with modern vehicles, equipment and weapons, including firefighting robots.

Firefighting is divided into 4 phases, including: Phase 1, grasp the fire situation, mobilize specialized firefighting forces to participate in initial firefighting, evacuate people and property, and call to report to relevant levels. Phase 2, forces and vehicles of the Fire Police and Rescue Police of Quang Ninh province organize firefighting, search and rescue. Phase 3, support units of the province participate. Phase 4, support forces and vehicles from the Police of neighboring provinces and cities participate, at the same time, attack to completely extinguish the fire.

After 45 minutes, the large-scale drill on Firefighting, Rescue and Oil Spill Response at Petrolimex Quang Ninh Company and Cua Luc Sea Area organized by Quang Ninh Province was completed as planned. According to the assessment from the Steering Committee and the Organizing Committee of the drill, the forces coordinated closely, operated the mechanism closely, practiced effectively, successfully handled the situations, followed the plan and ensured absolute safety.
