The working delegation of the Provincial People's Committee worked with Ninh Son district on new rural construction.

According to the report of Ninh Son District People's Committee, as of August 2024, the whole district has met 6/9 criteria according to the set of criteria for new rural districts, 6/7 communes have met new rural standards, 2/7 communes have met advanced new rural standards, 24/53 villages have met new rural standards and 4/53 villages have met model new rural standards. However, the results show that some criteria in new rural construction have met the standards but are not really sustainable, have not met the requirements for improving quality in the 2021-2025 period and there are still many difficulties in building new rural districts and communes. In particular, Ma Noi commune is a particularly difficult commune of Ninh Son district with the Raglai ethnic group accounting for 99%, there is a big difference in the results of implementing new rural construction between communes in the district (only meeting 13/19 criteria). Regarding the counterpart capital to implement the Program: According to regulations, the counterpart capital ratio to implement the Program is 1:1.5 (the previous phase was 1:1), which is quite high compared to the locality's capital balancing capacity, because the district's revenue is not high, besides focusing on 2 important tasks according to the Provincial Party Committee Resolution (Striving for Tan Son town to meet the standards of a type IV urban area and Striving for Ninh Son district to meet the standards of a new rural area by 2025).

In addition, resource mobilization from district land use revenue is still limited; resource mobilization from other organizations and individuals to implement projects and sub-projects in ethnic minority and mountainous areas is very difficult; contributions from people and communities are also very limited, especially in localities with many difficulties, most of the cooperative enterprises have small-scale production - business and service, are not sustainable, and do not meet the needs and expectations.

After listening to the opinions of the delegates attending the meeting, concluding the working session, the Vice Chairman of the Provincial People's Committee requested Ninh Son district to identify the National Target Program on New Rural Construction as one of the key tasks associated with the assessment of the annual performance results of agencies and units from the district to communes and towns; regularly organize meetings, review progress, and promptly remove difficulties for the grassroots in the implementation process.

Comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

Urgently review according to the New Rural Criteria for the period 2021 - 2025 to have a roadmap to focus on implementing the criteria that have not been met; focusing on the difficult criteria of the People's Committee of Ma Noi commune which are still at a low level (residential housing, income, poor households, etc.) and the criteria of the New Rural District such as: Ninh Son District Medical Center, District Cultural - Sports and Broadcasting Center... At the same time, assign relevant departments and branches to coordinate to support, guide; advise and propose to the province solutions to remove obstacles, smoothly and effectively implement the goal of Ma Noi commune meeting the New Rural Standards by the end of 2024 and Ninh Son district meeting the New Rural Standards by 2025.
