Identifying that innovation in investment promotion activities is the key to attracting large investment projects, immediately after merging the three provinces, the Provincial People's Committee directed the Department of Finance, the Provincial Center for Investment Promotion and Enterprise Support, and the Provincial Industrial Park Management Board to review and adjust the tasks and investment promotion plans for 2025 and develop an investment promotion plan for 2026 to ensure that it is consistent with the economic development space of the new province.
In the first 7 months of 2025, the whole province attracted more than 651 million USD in FDI capital.
To attract FDI capital, since the beginning of the year, the province has organized many foreign investment promotion delegations; organized receptions and worked with many businesses and investors from countries such as Japan, Korea, Taiwan, China, Thailand, Germany, Switzerland, India... Compiled many investment promotion documents to promote and introduce the environment, policies, potentials, investment opportunities in the province and connect investments.
Innovate investment promotion activities in a focused, key, targeted and in-depth manner. The province's foreign investment promotion programs are not organized on a large scale, with general targets, but according to the sectors and fields of projects that need to be called for and depending on the strengths of each country. In particular, priority is given to attracting high-tech industrial projects, electronics industry, automobile and motorbike industry... Limit projects that use a lot of land, have low added value, resolutely do not attract projects that use too much energy, and have the risk of causing environmental pollution; link investment promotion activities with trade promotion and tourism promotion activities to avoid wasting the State budget.
Investment promotion activities not only focus on traditional markets such as Japan and Korea but also shift to potential markets such as Europe, the US, Australia, and member countries of the Comprehensive and Progressive Agreement for Trans -Pacific Partnership (CPTPP), the Vietnam - EU Free Trade Agreement (EVFTA). At the same time, the province always pays attention to on-site investment promotion by promoting administrative reforms, promptly grasping and removing difficulties and obstacles for investors and businesses to spread the attractiveness of the province's investment environment.
By innovating investment promotion activities and approaches to investment partners, in the first 7 months of 2025, the whole province attracted more than 651 million USD of FDI capital, including 35 new projects and 45 projects with increased capital. This is an impressive figure showing the attractiveness of Phu Tho in the context of increasingly fierce competition to attract investment among localities.
To achieve the goal of attracting more than 1,023 million USD in 2025 and 1,100 million USD in FDI capital in 2026, the province continues to strengthen business dialogue activities, establish foreign investment promotion delegations with the main activities being research on market potential, investment trends and partners, promotion, introduction of potential, environment, mechanisms, policies, investment opportunities in the province and organization of investment connection activities. Investment promotion is associated with the orientations of developing digital economy, green economy, promoting innovation, digital transformation, strong application of science and technology; creating connections and spillovers between the FDI sector and the domestic economic sector to promote the development of the private economy into the most important driving force for development, deeply and effectively participating in the global value chain; Promote the contribution of FDI projects to socio-economic development, realize the double-digit growth target for the 2026-2030 period; linked with socio-economic development planning and strategies, ensuring compliance with administrative boundary adjustments and organization of two-level local governments.
Directing functional sectors to focus on collecting information, researching, evaluating, analyzing the market, investment partners, potentials and prospects to determine investment attraction orientation, investment needs and develop appropriate and effective investment approach and calling plans. Research and advise the province to issue practical, effective and suitable support policies and solutions, ensuring the interests of existing investors, maintaining the competitiveness and attractiveness of the investment environment in Vietnam in general, and Phu Tho in particular. Prioritizing attracting high-tech projects on electric batteries for cars, motorbikes, electronics, high added value, new energy, with spillover effects, connecting global production and supply chains. At the same time, promoting compensation and site clearance, regularly grasping the situation, promptly resolving difficulties and obstacles, creating conditions for investors and enterprises to speed up project progress, ensuring that they go into operation as planned.
