Phu Tho: Mobilizing officials from the provincial level to increase support at the commune level

On the afternoon of September 26, the People's Committee of Phu Tho province held a conference to announce and hand over the decision to transfer many officials and civil servants from the provincial level to work at the commune level.

Implementing the Conclusions of the Politburo and the Secretariat, which required the Provincial and Municipal Party Committees to continue to urgently strengthen the capacity of the commune level in both quantity and quality; perfecting the work of cadres for the vacant positions. The Standing Committee of Phu Tho Provincial Party Committee issued Conclusion No. 94-KL/TU and Plan No. 25-KH/TU dated September 19, 2025 on strengthening, mobilizing, and seconding civil servants and public employees to work in communes and wards in the province.

This is also a practical step to overcome the shortage of specialized staff at the grassroots level, especially in specific fields such as: Information technology, digital transformation, accounting, land, construction, etc. The work of mobilizing cadres, civil servants and public employees to work at the commune level is carried out on the basis of careful selection and consideration to ensure the principle: Right person, right job, right expertise and profession; at the same time, linking the mobilization work with planning, training, fostering and long-term use of cadres.

Speaking at the Conference, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong requested the mobilized cadres to uphold their sense of responsibility, quickly catch up with the work at the grassroots level, be close to the people, and wholeheartedly serve the people. Constantly train and strive to become important core members in the commune-level government apparatus. The People's Committees of communes and wards need to proactively arrange and assign tasks reasonably so that cadres, civil servants and public employees can promote their capacity and strengths; need to pay attention and create the most favorable conditions in terms of working environment, accommodation and living conditions so that they can work with peace of mind.

In addition, provincial departments, branches and sectors continue to review, each department and branch sends 10 civil servants and public employees on secondment to the commune level for 3-6 months. Closely coordinate with the People's Committees of localities, regularly monitor and grasp the situation, promptly remove difficulties and obstacles; ensure serious and effective implementation of the Conclusion and Plan of the Provincial Party Standing Committee. Urgently deploy plans to train and improve the capacity of cadres, civil servants and public employees at all levels through many forms to improve professional knowledge, administrative management, skills in applying technology, information, innovation and digital transformation.

The cadres enthusiastically prepare to receive their assignments at the grassroots level.

The mobilization not only solves the immediate needs but is also a strategic solution, contributing to improving the quality of human resources at the grassroots level, meeting the requirements of building and developing Phu Tho province in the new period. With the political determination of the whole system, the sense of responsibility and efforts of the cadres, this policy will come into life, bringing practical results, strengthening the people's trust in the Party, the State and the authorities at all levels - Chairman of the Provincial People's Committee Tran Duy Dong emphasized.

According to the direction, in phase 1, the province will strengthen, mobilize, and second nearly 400 civil servants and public employees to work in communes and wards in the province (of which, 140 officials will be mobilized from provincial departments, branches and sectors to work at the commune level; about 150 officials will be seconded; and nearly 100 will be mobilized from surplus communes to deficient communes).

In this mobilization, the whole province has 50 civil servants and public employees of the provincial government who will be assigned to work in 36 communes and wards. Of which, 4 comrades will be assigned to 4 communes in Phu Tho area; 25 comrades will be assigned to 19 communes and wards in Hoa Binh area; 21 comrades will be assigned to 13 communes and wards in Vinh Phuc area; the duration is from 3 to 6 months.
