Comrade Le Huy Ngo was born in 1938 in Tinh Hai commune, Tinh Gia district, Thanh Hoa. He is a member of the Communist Party of Vietnam ; has held the following positions: Member of the Party Central Committee of the 6th, 7th, 8th, 9th terms; National Assembly Delegate of the 9th and 10th terms; Secretary of the Vinh Phu Provincial Party Committee; Secretary of the Thanh Hoa Provincial Party Committee; Minister of Agriculture and Rural Development; Head of the Central Steering Committee for Flood and Storm Prevention.

Throughout his career of more than 50 years, he has been closely associated with agriculture , farmers, and rural areas - from production practices to policy making. With his practical style, officials and people still call him "Minister of Farmers".
In his role as Head of the Central Steering Committee for Flood and Storm Prevention, he always arrived early in key disaster areas to respond and coordinate in overcoming the consequences. The image of “people walking in storms and floods” has become a deep memory for many generations.
He left a clear mark in the programs: ensuring national food security; developing plant and animal varieties; 50 million VND/ha of rice fields; consolidating canals; planting 5 million hectares of new forests; processing wood and forest products; building new rural areas.

He was awarded the 60-year Party membership badge, the Second Class Independence Medal, the Labor Medal, the Resistance Medal, and a United Nations certificate of merit for his achievements in natural disaster prevention and mitigation.
The memorial service for comrade Le Huy Ngo will take place from 9:00 to 11:00 on September 18, 2025; the memorial service will take place from 11:00 to 11:30 on the same day at the National Funeral Home, No. 5 Tran Thanh Tong, Hanoi . Burial will take place on the same day at Thien Duc Memorial Park, Phu Tho province.
