Quang Ninh prioritizes a strong breakthrough in the strategic, modern and multi-modal transport infrastructure system. The focus is on completing the synchronous connection between airports, seaports, logistics systems and roads, railways and coastal roads. In the period of 2026-2030, a series of key projects will be focused on implementing resources: Upgrading National Highway 4B through Quang Ninh; Yen Vien - Ha Long railway; Hai Phong - Ha Long - Mong Cai railway; Hanoi - Ha Long high-speed railway; Bac Luan 3 bridge; the coastal route in the Northwest of Cua Luc Bay - Troi 2 bridge - Tinh Yeu bridge; the coastal road extending from Tran Quoc Nghien - Binh Minh bridge - Bang bridge; the coastal route in the North of Cua Luc Bay extending to the approach road to Binh Minh bridge...
Along with transport infrastructure, Quang Ninh focuses on developing infrastructure of economic zones and industrial parks in a synchronous and modern direction, associated with clean production models, environmentally friendly, industrial and service symbiosis. The province prioritizes the development of ecological industrial parks, zero-emission zones, specialized industrial parks and high-tech zones to attract high-tech industries and high-quality services. Key areas are planned to become new industrial and service nuclei. In particular, Van Don is oriented to be built into a new generation economic zone, on par with the region and the world, a center of entertainment industry, cultural industry, high-class sea and island tourism , developed according to the smart urban model. Along with that, Quang Yen coastal economic zone plays the role of a driving force for growth in the west of the province; Mong Cai is promoted to become a smart border gate, forming a cross-border industrial cooperation zone with Dongxing (China). Along with industrial development, Quang Ninh is determined to solve social infrastructure bottlenecks in industrial parks, such as worker housing, schools, hospitals, and warehouse systems, ensuring favorable and sustainable living and working conditions.
The marine economy has always been a strength and a pillar of long-term development of Quang Ninh. The province is promoting investment in developing a synchronous, modern deep-water seaport system, forming international-class ports and tourist ports. This will be an important driving force for economic development, a chain of economic zones and coastal urban areas, making Quang Ninh one of the key logistics centers of the country. Currently, Van Ninh port is being urgently completed for early operation. Along with that, dredging projects in Van Gia, Song Chanh, and Hon Gai are being accelerated, expanding the capacity to receive large ships, improving competitiveness and international integration.
Quang Ninh also aims to build smart, cultural, ecological, climate change-adaptive, disaster-preventive urban areas, gradually meeting the criteria of a centrally-run city. The urban chain will be harmoniously and synchronously connected between renovation, embellishment, reconstruction and new construction. A number of key projects are being researched and planned: the new administrative center of the province, Ho Chi Minh square and monument, cultural - sports - service - tourism center in the North of Cua Luc Bay. Cua Luc Bay area is identified as the core of connection, urban development according to a multi-polar model, expanding urban areas to the North. Not only focusing on urban and industrial areas, Quang Ninh also pays attention to developing agricultural and rural infrastructure. Irrigation works and reservoirs are built in a multi-purpose direction, ensuring water security and climate change adaptation. The province also focuses on beautifying the countryside according to local cultural identity, while piloting the "smart commune" model to spread to suburban areas.
In the field of culture and society, Quang Ninh focuses on developing modern and smart medical and educational infrastructure; a synchronous system of cultural and sports institutions, and promoting the public-private partnership (PPP) model. In particular, Van Don is oriented to become a cultural - sports - service center, hosting large-scale international events. Along with that, the province promotes social housing planning associated with synchronous infrastructure, eliminating telecommunication signal depressions, ensuring electricity grids in all island communes, and improving the quality of enjoyment of the people.
To achieve the goal, Quang Ninh advocates mobilizing all resources, using state capital as "seed capital" to activate and lead social resources. The province focuses on mobilizing idle resources among the population, promoting investment in production and business; at the same time, promoting the socialization of public services, especially in health, education, culture and sports. Removing obstacles for BOT, BT, public investment and non-budget projects will be implemented vigorously, creating an open and transparent investment environment.
With strategic vision and high political determination, Quang Ninh is gradually realizing its aspiration to become a centrally-governed city before 2030.
