Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc said that the three breakthroughs of the next term include: institutions, infrastructure and human resources.

Regarding institutions, according to the Chairman of the City People's Committee, Ho Chi Minh City must have open institutions by specifying resolutions, regulations, and policies to create an attractive investment environment, creating favorable conditions for people and businesses.

Ho Chi Minh City is trying to submit to the National Assembly a draft resolution amending and supplementing Resolution 98 with more open mechanisms, which is a tool to create new momentum to help the city implement the congress resolution.

Regarding infrastructure, the head of the Ho Chi Minh City government said that the city needs to invest in developing both hard and soft infrastructure. In particular, it is necessary to determine "clear roads and clear resources", opening new roads to open up development space.

Traffic jams are a problem in Ho Chi Minh City. However, if we are determined and resolute in implementing public investment projects and strategic works, in the next 10 years, the city's traffic infrastructure will be basically synchronized, basically meeting the development goals.

Even the leaders were still afraid, did not dare to decide, and did not sign the compensation plan.

Even the leaders were still afraid, did not dare to decide, and did not sign the compensation plan.

In the immediate future, Ho Chi Minh City will dispatch staff to support each task and project such as Ring Road 3, expansion of National Highway 13, National Highway 22, extension of Vo Van Kiet Street, extension of Nguyen Van Linh Street, especially the project to relocate houses along canals.

“Key wards and communes must pay attention to site clearance. If the site is not cleared, infrastructure investment cannot be made,” Mr. Duoc added.

The Chairman of the Ho Chi Minh City People's Committee said that in the near future, the Department of Agriculture and Environment will establish "special task forces" to go to key communes and wards to support the site clearance work. Currently, some communes and wards are still confused and fearful, and many comrades do not dare to make decisions. The special task force will "hold hands and guide" the communes and wards to boldly and resolutely carry out the work.

“The secretaries and chairmen of 168 communes, wards and special zones must resolutely clear the land. This is the criterion to evaluate the effectiveness of party committees and leaders at all levels. If any commune or ward does not clear the land well and the project is sluggish, the leader will be criticized. For the machine to run, all the gears must run,” Chairman Nguyen Van Duoc requested.

According to Mr. Duoc, when cadres are assigned tasks at the commune level, they must determine their responsibility as the head of a locality, and must have the courage to resolutely implement local development policies.
