By 2026, Hai Phong is expected to have about 1,000 hectares of agricultural land converted to non-agricultural use. Therefore, the city will focus on expanding the area of ​​​​vegetables and pay attention to expanding the area of ​​​​winter crops to maintain the growth momentum of agricultural production.

Accordingly, the agriculture and environment sector directed localities to expand the winter crop area; specifically assign winter crop production areas to each commune and ward; and continue to implement support policies to promote winter crop production.

Hai Phong Agricultural Extension Center and the Department of Crop Production and Plant Protection increase support for farmers to link up in production and consumption of products, focusing on potatoes, carrots, cabbages, etc.; connect consumer businesses with large-scale farmers to organize production and consumption of winter crops; organize forums and conferences to promote and boost consumption of winter crop products.

In winter crop growing areas, especially those that can serve export, local authorities encourage and create conditions for farmers to promote safe production, apply technical advances, and create good quality winter vegetable products that are easy to consume.

These days, people in some localities in the western part of the city with a tradition of growing winter crops have quickly harvested the summer-autumn rice area to take advantage of the land to grow winter crops. In communes and wards with large areas of winter crops such as Pham Su Manh, Chan Hung, Lai Khe, Tue Tinh, Thai Tan, Vinh Thuan, Truong Tan, Gia Loc, Yet Kieu... farmers harvest rice in the morning and take advantage of the afternoon to grow winter crops.
