The world's strongest super typhoon

On the afternoon of September 23, the Department of Meteorology and Hydrology (Ministry of Agriculture and Rural Development) issued an urgent report on the situation of storm No. 9, emphasizing that this is the strongest super storm in the world as of 2025. This storm has a wide circulation, causing the North East Sea to be very rough, with waves over 10m high.

Updated data until the evening of September 23, the center of super typhoon Ragasa has moved to coordinates of about 20.6 degrees North latitude - 116.7 degrees East longitude, in the Northeast sea of ​​the North East Sea area. The strongest wind near the center of the super typhoon is level 16 (184-201 km/h), gusting above level 17. From noon to afternoon of September 25, the center of the typhoon is likely to make landfall in Vietnam, focusing from Quang Ninh to Hung Yen .

The National Center for Hydro-Meteorological Forecasting said that the storm's intensity will remain very strong (level 15-16) until this morning, September 24, then gradually weaken when approaching mainland China. However, when entering the Gulf of Tonkin, the storm will be at level 11-12.

On the afternoon of September 23, the Ministry of Agriculture and Environment sent an urgent dispatch to the People's Committees of 7 coastal provinces and cities from Quang Ninh to Ha Tinh regarding the implementation of work to ensure the safety of the dike system in response to storm No. 9 and heavy rain and floods.

The Ministry requested localities to urgently inspect, review, reinforce and protect key dike points, especially sections facing the sea such as K10-K15 Ha Nam dike (Quang Ninh); Nam Hai dike (Hai Phong); Dong Minh dike (Hung Yen); Binh Minh sea dike (Ninh Binh); Quang Nham and Hai Binh dikes (Thanh Hoa); Dien Thanh and Quynh Tho dikes (Nghe An); Hoi Thong dike and Cam Nhuong dike (Ha Tinh)... These are provinces and cities with key sea dike lines, directly facing the risk of being affected by storm Ragasa.

Responding to storm No. 9 at the highest level, being alert for storm No. 10

On the afternoon of September 23, Prime Minister Pham Minh Chinh signed Official Dispatch No. 171/CD-TTg directing the focus on implementing response work for storm No. 9. The Prime Minister requested relevant ministries, branches and localities to deploy measures to respond to storm No. 9 with the most drastic spirit, proactively respond at the highest level, anticipate the worst scenario, and not be passive or surprised.

The Secretaries and Chairmen of the People's Committees of relevant provinces and cities, especially coastal localities from Quang Ninh to Thanh Hoa (where strong winds are forecasted to occur), focus on leading and directing the implementation of measures to respond to the super typhoon; ensuring the safety of people's lives. The Minister of Agriculture and Environment directs forecasting, providing the most complete, timely and accurate information on the developments and impacts of the typhoon, warning of the worst possible scenario (including the risk of typhoon No. 10 appearing in the East Sea right after typhoon No. 9 makes landfall) so that authorities and people know and proactively deploy appropriate and effective response work.

Storm No. 9 is forecast to cause strong winds and heavy rain in Hanoi. The Hanoi Department of Construction requested the Hanoi Drainage Company to strengthen control and drainage at frequently flooded areas, underpasses, and main traffic routes. The Green Parks Company braced newly planted trees, pruned, and promptly removed fallen trees. The Urban Lighting and Equipment Company maintained lighting at a minimum of 98%, quickly overcoming problems caused by storms and rain.

Ensure 100% of ships take shelter safely

On September 23, Mr. Nguyen Sinh Luong, Vice Chairman of the People's Committee of Van Don Special Zone, Quang Ninh Province, said that the locality has directed the forces to absolutely not be subjective, implementing the motto "3 before, 4 on the spot". By the afternoon of the same day, all fishing boats in the special zone had moved to safe anchorage.

At Cai Rong port area, 251 boats of all kinds have anchored to avoid the storm, including 49 fishing boats from other provinces; 57 aquaculture cages have been tied and reinforced by households and have committed to the local authorities to move all people ashore before 12 noon on September 24.

Co To Special Zone (Quang Ninh Province) is also urgently deploying measures to respond to storm No. 9. The Tran Island Border Guard Station has sent two working groups with dozens of officers and soldiers to Tran village to help people tie up aquaculture cages to minimize damage caused by storms. The unit has also called on and mobilized 16 vehicles and 37 fishermen to take shelter in safe places.

Storm after storm in the East Sea

In a report sent to the National Civil Defense Steering Committee, the Department of Meteorology and Hydrology also informed that a new tropical depression has appeared in the East of the Philippines, which is forecast to strengthen into storm No. 10 and enter the East Sea from September 27. At this time, forecast scenarios for this storm are still scattered, in which the scenario with the highest probability is that storm No. 10 will head towards the mainland of Central Vietnam.

Ready to rescue victims of storms and rains

On September 23, the Ministry of Health sent an urgent dispatch to the Department of Health of provinces and cities in the Northern and Central regions and their affiliated units requesting them to respond to storm No. 9. The Ministry of Health directed medical units to organize professional and emergency services 24/7; be ready to receive and provide emergency care for victims caused by rain and floods; and ensure adequate supply of essential medicines.

Many international flights were delayed and canceled.

On September 23, Vietnam Airlines adjusted the flight routes between Vietnam and Northeast Asia to avoid the impact of storm No. 9. The airline also canceled flights between Hanoi, Ho Chi Minh City and Hong Kong (China); Hanoi, Ho Chi Minh City and Guangzhou (China) on September 23 and 24. Flights to and from Cat Bi Airport (Hai Phong) were adjusted to take off and land before 11:00 a.m. on September 24.

Similarly, Vietjet Air also canceled four flights on September 23 from Da Nang to Macau (China) and from Ho Chi Minh City to Hong Kong (China).

Thanh Lan Border Guard Station coordinated with the police force and working groups of Co To special zone to propagate and guide people to reinforce their cages and rafts and move their boats to safe shelters. Along with that, the border guard force in Co To organized flares to notify boats operating at sea that there was a storm so they could find safe shelters. By noon on September 23, working groups of Co To special zone organized propaganda and mobilized 191 vessels, boats, and cages to move to the shelter for storm No. 9.

On September 23, Vice Chairman of Hai Phong City People's Committee Tran Van Quan chaired an online meeting with localities to deploy super typhoon prevention work. Hai Phong City has 43 dike routes with a total length of more than 790km, including 75 key locations of dike weaknesses. The key locations have been built and approved by communes, wards and special zones with protection plans according to the "4 on-site" motto. According to the Hai Phong City Border Guard Command, the unit has coordinated to count and notify 1,604 vehicles, 271 rafts, 3 watchtowers in operation and anchorage about the storm's developments to proactively avoid it. The Border Guard ensures that 100% of boats in Hai Phong's waters take shelter safely.

China: Many places affected

On September 23, Guangdong province in southern China raised its storm emergency response level to the highest level as super typhoon Ragasa is forecast to make landfall in the coastal areas of the province within the next 24 hours as a strong or super typhoon.

According to China's Ministry of Emergency Management, the powerful typhoon is expected to make landfall in coastal Guangdong from noon to late evening on September 24. Many areas in Guangdong, Fujian and Zhejiang provinces are forecast to see heavy to very heavy rain.

In Hong Kong, the government issued a typhoon signal of 8 - the third highest on a scale of 5 - calling for most businesses and transport services to cease operations. Authorities urged residents to stay indoors, while people rushed to supermarkets to stock up on essentials, fearing that stores would close for two days. Ragasa brought winds of up to 220km/h, posing a "serious threat to the coast of Guangdong" - the province that borders the special administrative region, according to the Hong Kong Observatory.

In Macau, all casinos will be forced to close by 5 p.m. (local time), as authorities raised the storm signal to level 8. In Taiwan, nearly 60 centimeters of rain was recorded in the eastern mountains, 25 people were injured and traffic disruptions lasted for two days on September 22 and 23, with 273 flights canceled.
