On the morning of October 1, Mr. Nguyen Xuan Nam, Chairman of Nghia Hanh Commune ( Nghe An ) said that there is no more rain in the commune, but water from Lam River and Con River continuously flows in, causing the water level to rise, submerging all 21 hamlets of Nghia Hanh Commune.

According to the report of Nghia Hanh commune, due to the impact of storm No. 10, from 11 pm on September 28, the commune experienced heavy rain. At 3 am on September 30, the flood on the river began to pour in and rise rapidly. By the evening of September 30, all 21/21 hamlets of Nghia Hanh commune were flooded. Of these, 17 hamlets were deeply flooded.

During the night of rising floodwaters, the local authorities mobilized maximum manpower and vehicles to work all night long to help people evacuate to safety. Due to the limited number of boats in the area, mainly small boats, rescue and support for people to evacuate people and property encountered many difficulties.

According to the Chairman of the People's Committee of Nghia Hanh Commune, this is a historic flood that has never happened in the area. The river water rose, many places were 8-9m deep, large and small roads in the commune were flooded. Only the Ho Chi Minh trail was still open, but by the evening of September 30, some sections were flooded.

Many hamlets in Tan Ky commune (Nghe An) were deeply flooded and isolated.

Although moving to higher ground to avoid the flood, many households in Nghia Hanh commune are having to "call for help" because water surrounds them and they have no food or drink.

In Tan Phu commune, because it is located on the Con river, when the floodwaters poured in, many hamlets were submerged in floodwaters. Mr. Vi Van Quang, Chairman of the People's Committee of Tan Phu commune (Nghe An) said: Floodwaters poured in and flooded 8 hamlets. On the night of September 30, the commune mobilized people and vehicles to evacuate 200 people to safety. By the morning of October 1, floodwaters showed signs of receding but many places were still deeply submerged. Currently, the government is focusing on relief work but lacks vehicles, making relief for people in flooded areas very difficult.

In recent days, the rising water level of the Con River has caused nearly 600 houses in Tan Ky commune to be deeply flooded. Many households were unable to evacuate their properties in time, causing great damage. Right on the night of September 30 and the early morning of October 1, the local Party Committee, government and functional forces of the commune arranged people and vehicles to go directly to the flooded households to urgently evacuate them, mainly the elderly, children and women, out of the danger zone to a safe place.

In addition, Xop Chang bridge (in Yen Hop village) was also washed away by flood. This is a concrete bridge on National Highway 48C, the border between Yen Hoa commune and Nga My commune.
