The investment project to build Ring Road 4 - Hanoi Capital Region was approved by the National Assembly in Resolution No. 56/2022/NQ15 dated June 16, 2022; the Government issued Resolution No. 106/NQ-CP dated August 18, 2022 on the implementation of Resolution No. 56/2022/NQ15. On December 20, 2023, the Hanoi People's Committee issued Decision No. 6479/QD-UBND approving the Feasibility Study Report of Component Project 3: Investment in construction of expressway under the public-private partnership method under the Investment Project for Construction of Ring Road 4 - Hanoi Capital Region.

Next, in Decision No. 312/QD-UBND dated January 16, 2024, the City People's Committee assigned the Hanoi City Traffic Construction Investment Project Management Board to deploy the appraisal and approval of the design after the basic design and estimates for the sub-project using State capital in Component Project 3.

Implementing Resolution 106/NQ-CP dated August 18, 2022 of the Government implementing Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly ; on the basis of Decision No. 6479/QD-UBND dated December 20, 2023, Decision No. 312/QD-UBND dated January 16, 2024 of the City People's Committee, to deploy and complete the work of establishing, appraising, approving designs after basic designs and estimates for sub-projects using State capital in Component Project 3, the Hanoi City Traffic Construction Investment Project Management Board has actively focused on implementing procedures to select consulting contractors, sign contracts in 2024 and organize implementation according to plan to meet the progress under the direction of the National Assembly, the Government and the Hanoi City People's Committee.

The investment in the construction of Component Project 3 of the Investment Project for the Construction of Ring Road 4 - Hanoi Capital Region, the key economic inter-regional belt of Hanoi Capital Region, connecting the Capital with Hung Yen province, Bac Ninh province and other localities in the region, promoting investment efficiency for projects that have been and are being invested, creating new development space and solving existing problems of Hanoi Capital; exploiting land use potential, building a sustainable and modern urban system, so it is necessary to apply the most advanced advances, science and technology in design and construction to ensure progress, quality and investment efficiency.

In particular, for the consulting packages for surveying, establishing technical designs - construction estimates for construction investment items of sub-projects using State capital in Component Project 3, it is required to apply building information modeling (BIM) in project design and management. Applying new technologies, especially information technology in the construction sector, is a solution to improve labor productivity, ensure construction quality and increase construction investment efficiency.

Road and bridge construction engineer, Master Vu Manh Tuan - Hanoi City Traffic Construction Investment Project Management Board shared that, as a participant in the implementation of Component Project 3 and Package No. 10/TP2-XL (Component Project 2.1 of the Ring Road 4 Construction Investment Project - Hanoi Capital Region), BIM helps visualize through 3D simulation images to support the Hanoi City Traffic Construction Investment Project Management Board to easily detect irregularities in the evaluation process, more quickly and effectively, to choose the optimal solution thanks to the information integrated in the model.

This is also a tool for comprehensive planning, improving the ability to operate and manage the entire project life cycle at an advanced technological level according to the 3D spatial model. BIM provides a visual model, along with integrated elements such as construction progress to help manage work implementation easily and have good preparation for capital mobilization. BIM application through standardization of all implementation stages, data transfer methods... with instructions, regulations, sample files.

"Thanks to that, the Hanoi Traffic Construction Investment Project Management Board monitors and supervises the design and construction implementation smoothly and accurately. The contents related to the work during the project implementation process are fully updated according to the managed functions through spatial simulation images according to the construction sequence, so that all relevant parties from investors, consultants, contractors... participating can access them by on-site or online methods" - said Master Vu Manh Tuan.

There are still barriers in application.

Despite the advantages, for many reasons, the application of BIM in practice still has many limitations. In particular, in terms of human resources, the personnel who can participate in BIM implementation are not uniform and almost inconsistent in the way of working. Currently, in private units and State management units, the majority use old generation computers, not strong enough to run BIM Tool software. To replace all computers would cost a large budget.

In addition, there is the issue of “Software Copyright” - very few individuals and organizations use copyrighted software. Another difficulty is that most documents are written in English and their standards and legal systems are different from those in the country. Therefore, to refer to or use these standards or documents, it is necessary to translate or change the way of working.

Road and bridge construction engineer Chu Viet Tu said that in order to overcome difficulties and to promote the effectiveness of BIM in project management, officers and civil servants of the Hanoi Traffic Construction Investment Project Management Board must raise their sense of professional responsibility and constantly study and improve their professional expertise to manage better, update their professional knowledge to improve their management skills, and operate BIM to be able to visually observe the management of assets and the operation of equipment and works...

BIM application is one of the digital transformation applications in construction investment, which is very important content, a common inevitable development trend in applying the achievements of the 4.0 Industrial Revolution, in line with the guidelines and policies of the Party and State.

According to experts, the application of BIM building information modeling in the construction sector will contribute to shortening the time and improving the quality of design, construction, construction investment project management and promoting digital transformation in the construction industry, so it is necessary to accelerate this process.
