According to the investor, the project has a total route length of more than 61km, a level III plain road, with a design speed of 80km/h. In phase 1, the road cross-section is 20.5m wide with 4 lanes; in the completion phase, the road cross-section will be expanded to 34.5m, with 8 lanes. The total investment of the project is more than 22.6 trillion VND.
Regarding the investment plan, Dai Quang Minh Company proposed to divide the project into 4 component projects including: Component Project 1, investing in the construction of an overpass over the Dong Nai Nature and Culture Reserve; Component Project 2, investing in the construction of a connecting road from the overpass to Ring Road 4 - Ho Chi Minh City; Component Project 3, upgrading and expanding Provincial Road 753 and Component Project 4, clearing the entire project.
In particular, for component projects 2, 3, 4, the investor proposed to implement public investment. Particularly for Component Project 1, to build about 13km of overpass with a total investment of more than 11 trillion VND, Dai Quang Minh Company proposed to implement investment in the form of public-private partnership (PPP), BT contract with land fund. At the same time, as expected, if approved as the project investor, the enterprise will start the project at the end of 2026.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: The route connecting Dong Xoai to Ring Road 4 - Ho Chi Minh City via Provincial Road 753, Ma Da Bridge, the route connecting Ma Da Bridge to Ring Road 4 - Ho Chi Minh City will be the backbone traffic axis of Dong Nai province. At the same time, this route will play a role in connecting the Central Highlands region with Long Thanh International Airport, Cai Mep - Thi Vai Port. Therefore, for Dai Quang Minh Company, in addition to proposing to implement Component Project 1 under the form of PPP, BT contract, the enterprise needs to consider and propose other forms of contracts.
Regarding the project commencement date, Vice Chairman of the Provincial People's Committee Ho Van Ha suggested that the investor consider and shorten the proposed time. The most suitable time to commence the project is in the second quarter of 2026.
