People keep complaining

For a long time, noise pollution, illegal performances, and disorder from bars, beer clubs, and pubs have been considered serious problems that affect people's lives.

A representative of the People's Committee of Vy Da Ward said that the ward has continuously received complaints from residents about some bar and pub businesses causing noise exceeding the standard level and continuously recurring for a long time. Specifically, in the area, there are 3 businesses that are in the "recurring" category, although when the ward invited them to work, they signed a commitment not to violate.

In addition to noise pollution, bar, beer club, and pub businesses during operation also do not comply with regulations on performing arts, security, order, advertising, etc. Some businesses even have illegal drug use and are being handled by authorities.

Faced with this problem, the People's Committee of Hue City has established an Interdisciplinary Inspection Team to inspect the activities of establishments operating bars, beer clubs, pubs and similar types of businesses (referred to as the Interdisciplinary Inspection Team). In addition to a Deputy Director of the Department of Culture and Sports of Hue City as the head of the team, this team also has the participation of representatives of functional agencies such as the Hue City Police, the Department of Environmental Protection, the Department of Science and Technology, and the Department of Culture and Society of some wards in Hue City. Along with the establishment of the team, the People's Committee of Hue City has issued regulations on coordination in managing and organizing the activities of establishments operating bars, beer clubs, pubs and similar types of businesses.

Immediately after establishing the team and having working regulations, the Interdisciplinary Inspection Team convened a meeting with representatives of more than 20 business establishments in this field and asked the business establishments to sign a commitment. At the meeting, the Interdisciplinary Inspection Team emphasized that it always creates favorable conditions for business establishments to operate, but the business establishments must comply with the provisions of the law.

Mr. Nguyen Thien Binh, Deputy Director of the Department of Culture and Sports of Hue City and Head of the interdisciplinary inspection team, affirmed: Recently, the leaders of the People's Committee of Hue City have paid great attention and directed to strengthen management and guidance for bars, beer clubs, pubs and similar types of businesses to operate in accordance with regulations.

In the near future, in addition to increasing surprise inspections, the Interdisciplinary Inspection Team will apply technological measures to monitoring. Accordingly, businesses will be required to equip at least 2 security cameras connected to the Smart Urban Monitoring and Operation Center (HueIOC Center) for online monitoring using digital data. The installation location must fully observe all activities of the shop, entrance gate and have data stored for at least 30 days to serve management when necessary, proactively extracting when requested by authorities. This data is absolutely confidential, only serving the monitoring process as well as serving as a basis for handling cases.

Regarding noise, the Interdisciplinary Inspection Team said that the noise level generated in surrounding areas must not exceed the allowable limit value for each corresponding time period specified in QCVN 26:2010/BTNMT - National technical regulation on noise. However, from November 14, 2025, this regulation will be replaced by QCVN 26:2025/BNNMT - National technical regulation on noise. To monitor this problem more closely, the Interdisciplinary Inspection Team recommended that businesses install noise sensor systems to serve the monitoring, warning and handling of violations at relevant businesses. This system helps authorities monitor remotely and have quick and effective response and handling plans.

Mr. Nguyen Thien Binh added that in case of business establishments organizing art performances without selling tickets, the business establishment owner must send a written notice to the People's Committee of the commune or ward where the art performance is held at least 5 working days before the scheduled date of the art performance. The process of organizing art performances at the facility must strictly comply with the provisions of Decree 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities.
