Proactive from the government

Implementing the National Target Program on Sustainable Poverty Reduction, the New Rural Development Program, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas and the Mixed Garden Improvement Program of Ha Giang Province, Bac Quang District has proactively developed specific plans for each program to be proactive, closely follow the tasks and effectively deploy them to the people.

Regarding the Sustainable Poverty Reduction Program, the district has proactively developed plans for projects and sub-projects under the poverty reduction program for the 2021-2025 period, guided localities in developing projects and issued approval for 9 decisions to support production development for the communes: Bang Hanh, Thuong Binh, Huu San, Dong Tien... with a total of 248 poor and near-poor households eligible for project support.

Meanwhile, the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Areas, Bac Quang District focuses on supporting dispersed domestic water, job conversion, housing and loans to help people gradually stabilize production, livestock farming, create stable livelihoods, increase income and gradually become economic masters, and escape poverty.

Regarding the New Rural Construction Program, Bac Quang district has proactively issued the 2023 Plan, most notably the Public Labor Plan, ensuring security and order in new rural construction and a series of other decisions such as: Allocating cement, provincial budget... to each commune.

In particular, the Ha Giang Province Mixed Garden Renovation Program was included in Resolution No. 05-NQ/TU dated December 1, 2020 of the Provincial Party Committee on mixed garden renovation, household garden economy development, livelihood creation for people, sustainable poverty reduction in the period 2021-2025. Bac Quang District has proactively promoted, developed plans and effectively implemented them to help dozens of households escape poverty and become well-off. According to Mr. Tran Minh Huu, Head of the Department of Agriculture and Rural Development of Bac Quang District, the mixed garden renovation has really entered into life and significantly changed people's awareness, many bright examples and advanced models have appeared.

Results reflect efforts

Bac Quang is currently implementing a project to diversify livelihoods and develop poverty reduction models for 6 communes, with a budget of over 2.7 billion VND, mainly supporting the buffalo breeding community. In addition, there are projects: Developing vocational education, sustainable employment; communication and poverty reduction in information...

Implementing the Project on renovating mixed gardens, developing household garden economy, creating livelihoods for people, and sustainably reducing poverty in the period of 2021 - 2025, Bac Quang has currently supported 26/26 households, reaching 100% of the set plan, with an area of 4.32 hectares of gardens and ponds; disbursing loans according to Resolution No. 58 to 24/26 households for 720 million VND, through 24/24 inspections, households have used the loans for the right purposes.

By the end of August 2023, Bac Quang had conducted nearly 800 propaganda sessions, reaching 35,400 people, helping people clearly understand the Party and State's policies and guidelines on the mixed garden renovation program, and at the same time helping people clearly understand their rights and benefits when participating in the implementation of mixed garden renovation.

The project to support loans to help people raise buffaloes for reproduction is bringing about efficiency.

Regarding the New Rural Construction Program, Bac Quang has organized 1,420 working sessions with more than 15,000 participants, leveled the ground for concrete roads for 22,759m; poured concrete roads for 40,285m; renovated mixed gardens for 11 households in 11/23 communes and towns; upgraded and replaced more than 300 electric poles, equivalent to 1,560m of lighting road; opened 250m of new dirt and rock roads; built bathrooms for 47 houses, standard toilets for 50 houses; solidified and relocated 114 barns... and mobilized ^9,498m2 of land for traffic construction.

According to Mr. Nguyen Xuan Hai, Head of the Department of Labor, War Invalids and Social Affairs of Bac Quang district, in the first 8 months of 2023, in addition to coordinating with departments, offices, communes and towns to promote poverty reduction through many projects and programs, Bac Quang district also opened 38 rural vocational training classes, with 1,330 students. Currently, 10 classes have been maintained with 525 people trained in two non-agricultural fields, agriculture and agricultural production, including: Garment, rattan and bamboo production, construction, cultivation, large livestock farming, processing of agricultural and forestry products, planting and processing of medicinal herbs... The district has also coordinated with the Women's Union, the Fatherland Front, professional agencies, finance and planning, to develop a monitoring plan during the training process, and monitor the training quality of affiliated units to grasp the level of awareness and absorption of rural workers. Evaluating the quality of students after training is a solution for employment, increasing income and stable employment for rural workers, moving towards sustainable poverty reduction.
