Taking place in the context of the country entering a new development stage with many intertwined opportunities and challenges, the Congress not only marks an important milestone of the National Assembly Party Committee but also demonstrates the great aspiration and affirms the role of the National Assembly "together with the entire Party to shape strategic and contemporary activities, leading the country's development, making the legal system a competitive advantage, a breakthrough of breakthroughs" as stated by the Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man. From here, it can be seen that the Congress also opens a new vision on the role and responsibility of the National Assembly Party Committee in improving the quality of operations of the highest state power agency, the agency representing the will and aspirations of the People in the new era.
In our country’s political system, the National Assembly plays a “pioneering” role in institutionalizing the Party’s guidelines and policies into policies and laws for implementation. The new term of the National Assembly Party Committee is therefore expected to continue to affirm this pioneering role, especially when our Party has set a strategic requirement of “turning institutions into competitive advantages”.
Considering institutions as a competitive advantage reflects an important shift in our Party's development thinking: institutions have gone from being primarily considered a management tool to becoming a driving force, creating development, creating a foundation for the country to make a breakthrough in global integration and competition. In the context of the current complex and unpredictable regional and international situation, along with the wave of global supply chain shifts, the strong development of technology, artificial intelligence, etc., a transparent and modern institution is the "passport" for Vietnam to attract high-quality investment, encourage innovation, enhance national position, and bring a prosperous and happy life to all people. And the National Assembly is the center of creating that advantage.
To realize that strategic vision, the National Assembly must urgently, promptly, synchronously, accurately and creatively institutionalize the Party's policies and guidelines, especially the key contents on economic development, building a rule-of-law State, ensuring human rights and citizens' rights. This is an extremely great pressure but also a measure of the capacity, mettle and responsibility of the National Assembly Party Committee in leading the National Assembly and its agencies to excellently fulfill this important task.
Along with that, the National Assembly needs to continue to innovate the legislative process in a scientific and modern direction, taking evidence and practice as the basis. Each law must not only meet immediate requirements but also have a long-term vision, forecasting development trends. The National Assembly's supreme supervision activities must be innovated even more strongly, more substantively to ensure that policies and laws are implemented properly and effectively. This will also help "plug" "loopholes" and overcome bottlenecks in the national governance system. In deciding on important issues such as the socio-economic development plan, the state budget, social security policies, etc., the National Assembly also needs to continue to innovate comprehensively because these decisions will also contribute to shaping a dynamic, transparent and sustainable institution.
In particular, to carry out the "mission" of turning institutions into competitive advantages, a key issue is to have a team of cadres at the National Assembly agencies, especially National Assembly deputies who have "enough heart, enough scope, enough virtue, enough talent, enough strength and must be enthusiastic about work and the revolution". This is also an issue that Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man and the deputies paid special attention to in the preparatory session and group discussion yesterday.
The application of digital technology in all activities of the National Assembly, especially the legislative and supervisory processes, must also be focused on and promoted in the coming time, because a smart "digital National Assembly" will not only improve working efficiency but also increase transparency, helping people and businesses easily access information and participate in policy comments.
Consideration, careful discussion and finding practical solutions to the above issues are requirements for the National Assembly Party Congress. With careful preparation, under the motto of "Solidarity - Democracy - Discipline - Breakthrough", the 1st National Assembly Party Congress, term 2025 - 2030 will certainly be a great success, the entire Party Committee will firmly enter the new term, the National Assembly leadership will achieve even greater achievements, especially completing the responsibility of turning institutions into a competitive advantage, a "launching pad" for the prosperous and sustainable development of the country, contributing to enhancing the position and prestige of Vietnam in the international arena.
