In early June, the coastal road project connecting Phan Thiet - Ke Ga fell into a state of silence, not being constructed as vigorously as the previous two months. Along the route from Tien Thanh to Thuan Quy, there were no construction vehicles and no workers.

A project camp in Thuan Quy commune has only a few people whose job is to keep equipment and materials gathered here. Several dump trucks, rollers, and hoes in front of the camp show signs of rust due to long-term inactivity. Two kilometers away, many vehicles constructing a bridge over Nhum stream also lie motionless.

The coastal road construction site is deserted with workers and equipment, in contrast to the bustling scene when the project completed the first 8 km in March. At this time, many people hoped that the route would be completed soon to connect the Vinh Hao - Phan Thiet - Dau Giay expressway through Binh Thuan.

The coastal road project connecting Phan Thiet - Ke Ga is more than 25 km long, 28 m wide, with a total investment of nearly 1,000 billion VND. Construction started in November 2020 and is expected to be completed in June this year. The project is expected to boost the socio-economic development in southern Binh Thuan and attract tourists.

Mr. Nguyen Van Vien, Project Commander (515 Investment and Construction Joint Stock Company), said that the project had to stop construction due to difficulties in site clearance. The biggest problem was the area passing through Tan Quang Cuong titanium mine (Thuan Quy commune, Ham Thuan Nam district) with a length of 4 km.

The titanium mine was granted mining rights by the Ministry of Natural Resources and Environment in 2015 - before the coastal road project was implemented, with an area of ​​515 hectares, located in Thuan Quy and Tan Thanh communes (Ham Thuan Nam district). According to the design, the road project has a route cutting along the titanium mine with a length of nearly 4 km, an area of ​​more than 30 hectares.

"The remaining construction site is mainly stuck in the titanium mine area, so we are forced to temporarily stop vehicles and workers at the camp. This greatly affects the progress of the project and wastes resources," said Mr. Vien.

According to Mr. Vien, the progress of the entire project is currently over 60%. Recently, the construction sites have been completed and asphalt has been laid. Despite many requests for solutions, the handover of the site through the titanium mine is still very slow. The contractor continues to wait for the investor, the government and related departments to coordinate in handing over the site.

Mr. Nguyen Huu Trung, Director of the Binh Thuan Province Traffic Construction Investment Project Management Board (investor), said that he is coordinating with the Department of Natural Resources and Environment and Tan Quang Cuong Company to focus on resolving the issue. Due to the validity of the operation, the titanium mine owner who wants to hand over the site must go through many procedures such as closing the mine and reclaiming the land according to regulations, which is time-consuming.

In addition, the titanium mine collapse last October killed four people, causing disruptions in the reclamation and handover of the site. The mine owner had to keep the accident site intact for investigation purposes, but to date there has been no conclusion.

Recently, the Department of Natural Resources and Environment has advised the People's Committee of Binh Thuan province to request the Ministry of Natural Resources and Environment to consider and facilitate shortening procedures so that the mine can soon hand over the site to the construction unit. This is to speed up the coastal road project - a key project of the province to reach the finish line soon.
