According to the appendix attached to the draft, the new electricity price list includes 5 levels instead of 6 levels as at present. Specifically, level 1 for the first 100 kWh is priced at 1,806.11 VND/kWh; level 2 from 101 - 200 kWh, priced at 2,167.33 VND/kWh; level 3 from 201 - 400 kWh, priced at 2,729.23 VND/kWh; level 4 from 401 - 700 kWh, priced at 3,250.99 VND/kWh and level 5 from 701 kWh and above, priced at 3,612.22 VND/kWh.
Proposing 5 electricity price levels instead of 6 as present
Notably, with the aim of designing the levels according to the principle of ensuring minimal impact on electricity users, the electricity price for levels from 401 - 700 kWh and from 701 kWh and above, according to the Ministry of Industry and Trade , is designed to offset revenue for lower levels. The Ministry of Industry and Trade believes that the price increase between levels is reasonable, in line with the general trend of the world to encourage economical and efficient use of electricity through increasing the price difference between the first and last levels. However, the draft decision has not yet resolved the issue of cross-subsidy in electricity prices. That is, the electricity price for production during off-peak and peak hours according to the draft is still lower than the average electricity price, only 52 - 67% during off-peak hours and 78 - 90% during normal hours. Meanwhile, the retail price of electricity for living only has level 1 (100 kWh) at 90% compared to the average retail price of electricity. From level 2 and above, the price of household electricity is 108 - 180% higher than the average price./.
