Concerns about riverbank erosion

Consecutive riverbank landslides have threatened the homes of households in village 2A Pho Rang, Bao Yen commune. While waiting for a solution to ensure long-term stability for people's lives, local authorities have encouraged people to move people and property to safe places during storms.

The circulation of storm No. 3 in September 2024 caused Mr. La Van Ha's family's house to be swept away into the river. This year, the newly completed house had not yet been moved in when the flood caused by the circulation of storm No. 10 continued to cause landslides on the riverbank, bringing down the entire foundation of the house.

Mr. Ha shared: The family saved up to build a house to stabilize their living conditions after storm number 3 last year, but now all of it has been destroyed by the river. This continuous damage makes it difficult for the family to recover.

Nearly 100 meters from Mr. Ha's house is Mrs. La Thi Tuyet's family. For many days, after the riverbank collapsed, taking with it the entire system of barns and outbuildings, Mrs. Tuyet's family is still worried. Cracks on the floor of the house began to appear more and more and spread, causing the family to lose sleep.

Ms. Tuyet said: Last year, our family farm was built on the hillside, but it was buried by a landslide. This year, we borrowed money to build a barn on the riverside, but it was all washed away. Since the flood, we have not had the mood to eat or drink. With the forecast of another storm coming, our family does not know how to cope.

People in 2A Pho Rang village said they have lived here stably for many years. Previously, the riverbed was narrow, a few dozen meters from the house foundations, but since Phuc Long hydropower plant started storing water to generate electricity, subsidence and landslides have begun to appear more frequently.

Every year during the rainy season, the river water rises quickly and recedes slowly, the water surface is always close to the house foundation, making the ground weak and prone to landslides. Seeing the land around her house being gradually swallowed by the river, Ms. Vu Thi Men worries because she does not know how long her family's barns and shops can stand.

According to the Civil Defense Command of Bao Yen Commune, the recent floods have caused many losses in human lives and property for local residents. Among them, 11 houses collapsed and 27 houses were flooded. In particular, heavy rains combined with the hydroelectric dam releasing floodwaters and blocking the flow of the Chay River caused the water level to rise, causing many residential areas along the river to be deeply flooded.

After the water receded, many landslides appeared, affecting people's lives. The large volume of landslides and the long duration required a large amount of resources to repair. To ensure the safety of people's lives and property, based on the weather and hydrological conditions, local authorities have reviewed and mobilized people to move to safe places before floods occur.

Ms. Dang Thi Hong Nhung - Deputy Head of the Economic Department of Bao Yen Commune said: The recent floods caused damage to some areas along the Chay River. In the immediate future, we will mobilize forces to support people in evacuating their houses and properties from areas at risk of landslides. After that, we will continue to survey and mobilize people to move to safer new locations.

On the main stream of the Chay River from the upstream to the old Lao Cai province, there are up to 8 hydropower plants. With the current operation process of the hydropower reservoir system in this basin, landslides will continue to occur at vulnerable locations when there are floods. Mobilizing resources to build a dyke system will be very difficult, so to stabilize the long-term lives of people, it is necessary to consider planning safer locations.
