Supervision of the use of public assets such as houses and land in Dong Ha City

This afternoon, October 9, the monitoring delegation of the Standing Committee of the People's Council of Quang Tri province, led by Vice Chairman of the People's Council Nguyen Tran Huy, worked with the People's Committee of Dong Ha city on the implementation of policies and laws on management, use, and rearrangement of public assets, which are houses and land of agencies, organizations, and units in the area for the period 2018 - 2024.

In the period of 2018 - 2024, the People's Committee of Dong Ha City has seriously implemented the Law on Management and Use of Public Assets and related decrees. The work of purchasing, transferring and liquidating assets is carried out in accordance with the authority delegated in the resolutions of the Provincial People's Council.

After the Provincial People's Committee approved the plan to rearrange and handle houses and land of agencies, units and organizations in Dong Ha City, the City People's Committee issued many documents directing agencies and units to manage, use, rearrange and handle public assets in accordance with regulations.

Currently, the whole city has 188 houses and land belonging to agencies, units and organizations. Of which, the administrative agencies have 124 houses and land (including the neighborhood cultural houses); the party organizations, the Vietnam Fatherland Front Committee and other organizations and unions have 6 houses and land; the public service units have 58 houses and land.

However, there are still 84 houses and land facilities lacking land use right certificates (including 57 neighborhood cultural houses); 8 houses and land facilities have been handed over to agencies and public service units for use but have not yet transferred assets and land use rights.

On the other hand, in the area, there is one house and land with land disputes; there is no house and land being used for the wrong purpose. For some houses and land that are not in use, the City People's Committee has proposed and submitted to the Provincial People's Committee to auction off assets on land, transfer land use rights to collect budget, invest in the construction of the Dong Ha City Administrative Center, and avoid wasting public assets.

At the meeting, the leader of the People's Committee of Dong Ha City pointed out that the biggest difficulty at present is that the project to use public assets for leasing purposes of the Dong Ha City Cultural Information - Sports Center has not been approved by the Provincial People's Committee, so the center's revenue source is not available, causing difficulties for the unit's business activities. In addition, the house and land records of some agencies and units are still missing, so they are not qualified to issue land use right certificates.

Recommend the Provincial People's Committee to promptly approve the plan to adjust, supplement, rearrange and handle the houses and land of the units under the management of the Dong Ha City People's Committee and decide to transfer public assets such as houses and land so that the city has a basis for implementation. At the same time, request the Department of Natural Resources and Environment to guide and create favorable conditions to complete the legal documents to submit to the competent authority to grant land use right certificates to agencies and units.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested the People's Committee of Dong Ha City to absorb the comments contributed at the meeting to complete the report in a complete and specific manner to submit to the general supervision team.

At the same time, the City People's Committee needs to proactively coordinate with relevant departments, branches and units to review the current situation and causes of the lack of land use right certificates at a number of housing and land facilities in the area, thereby proposing specific solutions, close to reality, ensuring compliance with legal regulations.

Regarding the proposals and recommendations of the People's Committee of Dong Ha City, the monitoring team will receive them and include them in a summary report to discuss and work with relevant levels and sectors, thereby finding solutions to resolve them...
