Implementing the direction of the Provincial People's Committee, on the morning of September 22, the working delegation of the Department of Ethnic Minorities and Religions (DT&TG) led by Mr. Nguyen Van Thang, member of the Provincial Party Standing Committee, Director of the Department of Ethnic Minorities and Religions (DT&TG) worked with the People's Committees of 6 communes: Da Bac, Cao Son, Quy Duc, Tan Pheo, Tien Phong and Duc Nhan on the implementation of capital sources of the National Target Program (NTPP) for socio-economic development in ethnic minority and mountainous areas; DT&TG work in the area.

According to statistics from the Department of Planning and Investment, the total capital plan for 2025 assigned by the Central Government to the old Da Bac district is 76,239 million VND. By June 30, 2025, the District People's Committee had allocated all of this budget according to Decision No. 2816/QD-UBND. However, the disbursement progress has not been implemented, of which 32,716 million VND of Project 3 has not yet been decided on allocation and 43,523 million VND is expected to be allocated to new communes.

Tien Phong commune leaders discussed the implementation of the National Target Program and ethnic and religious work in the area.

In the 6 communes, there are currently more than 120 prestigious people in the community. The policy towards this force is still maintained, but the list needs to be reviewed and approved before the end of 2025. Regarding religion, the communes do not have any active Buddhist organizations; the main religious activities are ancestor worship.

In the administrative reform work, the Department of Ethnic Affairs and Culture has advised the Provincial People's Committee to announce 41 administrative procedures in the field of ethnicity and religion. At the meeting, delegates reviewed and agreed on capital sources of the National Target Program and prestigious people in the 6 communes before and after the merger. Representatives of the communes said that the biggest difficulty at present is that the procedures for handing over investment capital have not been completed. In addition, the determination of investment portfolios and beneficiaries is still slow; the risk of concentrating the disbursement volume at the end of 2025 can easily lead to great pressure in the implementation organization...

Speaking at the working session, comrade Nguyen Van Thang - Member of the Provincial Party Standing Committee, Director of the Department of Planning and Investment, Head of the working delegation emphasized: This working session was organized within the framework of the program to inspect and supervise the implementation of the National Target Program in Phu Tho province after implementing the two-level local government model. The goal is to monitor and grasp the leadership, direction and compliance with regulations on capital management; review the disbursement progress, detect difficulties and obstacles and propose solutions to remove them, speed up the implementation progress.

Sharing the difficulties and efforts of the communes in implementing the National Target Program and maintaining ethnic and religious work, he suggested: Communes need to focus highly on disbursing career capital and investment capital in 2025, considering this a key and urgent task. With only 3 months left to implement and also the last year of the National Target Program implementation period, communes need to promptly report and discuss difficulties and problems with the Department of Education and Training to resolve them, not to let work pile up at the end of the year.

Regarding religious and belief work, communes must have a firm grasp of the grassroots situation, not allowing hot spots to arise, affecting political security and social order and safety.
