Solving difficulties for education in the Central Highlands - Part 3: Adding policies to ensure teaching and learning

Working in harsh conditions, with low remuneration, leads to teachers quitting their jobs... affecting the quality of teaching. Currently, the functional branches of the provinces and the Ministry of Education and Training are removing obstacles, gradually building high-quality human resources for the Central Highlands provinces.

* Minister of Education and Training NGUYEN KIM SON:

There must be enough teachers in both quantity and quality.

To resolve the shortcomings of the education sector in the Central Highlands, recently, the Ministry of Education and Training organized a Conference on Education and Training Development in the Central Highlands region to 2030, with a vision to 2045; implementing Resolution No. 23-NQ/TW dated October 6, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045.

Speaking to reporters on the sidelines of the conference, Minister of Education and Training Nguyen Kim Son said that one of the principles is that wherever there are students, there must be teachers to ensure their right to study. The Party and State's policy of reducing the number of people receiving salaries from the state budget is a major policy in reforming the administrative apparatus.

However, each locality needs to consider and calculate appropriate targets for the apparatus to propose to the Government to remove the problem. "In particular, the Ministry of Education and Training supports the policy of having enough teachers, both in quantity and quality structure to ensure education work," Minister Nguyen Kim Son emphasized.

In the objectives, tasks, and solutions for education and training development in the Central Highlands region by 2030, with a vision to 2045, Minister of Education and Training Nguyen Kim Son emphasized that localities in the region focus on improving the quality of human resources, especially for ethnic minority areas, considering this as one of the breakthroughs for the rapid and sustainable development of the region. Building high-quality training centers in Buon Ma Thuot City ( Dak Lak ) and Da Lat City (Lam Dong), expanding the scale of universities and colleges, in which priority is given to investing in the development of Tay Nguyen University and Da Lat University; strengthening links and cooperation to train high-quality human resources and occupations to meet the requirements of regional development.

Supplementing staff for the education sector

One of the biggest difficulties of the province today is that the number of people working in public educational institutions is far below the prescribed quota (the entire education sector of the province is short of more than 1,000 people); facilities do not meet regulations, teaching and learning equipment is still lacking, and does not meet the new educational programs and projects...

Therefore, Dak Nong province has proposed to all levels and sectors to supplement the staffing quota for the province's education sector. At the same time, it is recommended that the Ministry of Education and Training, central ministries and sectors continue to invest in the school consolidation program so that Dak Nong province can soon meet the material facilities to complete the Preschool Education Development Project for the 2018-2025 period and the Preschool Universalization Project for 3-4 year old children.

Special policies for peace of mind at work

Kon Tum Provincial People's Committee has requested the Ministry of Education and Training to recommend the Government to study and promulgate policies to support the development of education in mountainous areas, including special incentive mechanisms to encourage teachers in remote, isolated and ethnic minority areas to feel secure in their work, such as: attraction policies, salary policies... In addition, the Provincial People's Committee also proposed the Ministry of Home Affairs not to cut 10% of the number of mechanical workers in the education and training sector according to the roadmap.

* Dr. MAI MINH NHAT, Vice Principal of Dalat University:

Support for students majoring in education

Currently, Dalat University is training 12,000 students in 41 different majors. In addition, the school also trains 10 master's majors and 6 doctoral majors to meet the demand for highly qualified human resources for the Central Highlands region and some other localities. Regarding pedagogical training majors, Dalat University has 9 majors, meeting the basic study majors.

Currently, pedagogical students are enjoying many preferential policies such as Decree 116/2020/ND-CP supporting 3.63 million VND/month/student to cover living expenses during their time studying at school. With this level of support, pedagogical students can study with peace of mind.

Regarding the training of human resources from ethnic minorities, currently, students who are ethnic minorities from poor and near-poor households and from the 16 groups of ethnic minorities with special small populations are receiving a subsidy of 120,000 VND/month/student. This subsidy partly helps ethnic minority students in difficult circumstances to reduce economic pressure.

During the 2016-2021 period, Dalat University called for and mobilized external resources of 24 billion VND to award scholarships to students in difficult circumstances, especially ethnic minority students. Or in the years affected by the Covid-19 epidemic, the school exempted and reduced tuition fees for students, helping them feel secure in studying in difficult circumstances.
