
Perfecting the government apparatus
The highlight is that localities have basically completed the arrangement and consolidation with 465 specialized agencies under the provincial People's Committee, 9,916 specialized departments at the commune level established and put into stable operation. Facilities and means to serve the tasks have been reviewed and supplemented; many communes and wards have been equipped with additional headquarters and working facilities, meeting the requirements of management and operation at the grassroots level.
To ensure the legal corridor when operating the new model, many legal documents and guiding regulations have been issued. From June 1 to August 23, the Government issued 112 decrees and resolutions on legal norms (from August 1 to August 23 alone, the Government issued 16 decrees) and many guiding documents, focusing on key areas such as national defense, inspection, environment, finance, education , science, technology, apparatus organization, civil service regime... This is an important basis for localities to unify implementation, ensuring the legality, constitutionality and effectiveness of state management.
Since the two-level local government model came into operation until August 23, the total number of administrative procedure records received by 34 provinces and cities was 6.5 million, of which 4.8 million records were at the commune level; 73.8% of records were online. 80% of the total number of records received have been returned to the people, of which 72% were on time or ahead of schedule. Some localities have a large number of records such as: Ho Chi Minh City (753 thousand records), Hanoi (500 thousand records), Hai Phong (325 thousand records), Dong Nai (320 thousand records)... The promotion of information technology application, digitalization, and national data connection has contributed to improving transparency, efficiency, and reducing time and costs for people and businesses.
Minister of Home Affairs Pham Thi Thanh Tra said that, to date, out of more than 106,000 cases of layoffs under Decree 178/2024/ND-CP, nearly 80,000 people have received benefits. The settlement of benefits and policies for the reorganized team has been implemented promptly and transparently. This demonstrates the practical care and concern of the Party and State, ensuring the rights of cadres, civil servants and public employees, while creating consensus and stability within the team.
The Government assessed that the achieved results have affirmed the correctness and timeliness of the reform policy, creating a solid foundation to continue perfecting and effectively operating the two-level local government model in the coming time.

Some places have surplus staff, some places have shortages.
However, Conclusion No. 186-KL/TW of the Politburo and the Secretariat to Resolution No. 268/NQ-CP of the Government all show that there are still difficulties and obstacles in the practical implementation of the activities of the political system and local government at two levels. The Government pointed out that the consolidation of the organization and personnel at the local level after the merger is still facing difficulties. The current human resources at the grassroots level are both redundant and lacking, and limited in terms of professional quality and technological skills.
In addition, there are many limitations in infrastructure. Some localities still lack or have degraded, cramped, and scattered headquarters; public administrative centers are far away, not convenient for people. The financial and budgetary mechanism has not kept up with the new model while the management area is larger. The assignment of budget expenditure tasks after the reorganization still has many problems, and some assigned tasks are not consistent among units.
The information technology infrastructure from the central to local levels is still not synchronized, causing difficulties in connection and not ensuring full public services. The propaganda and dissemination of the 2-level local government model in some places is not really extensive; a part of the people, cadres and civil servants are still not familiar with the new way of operation.
At the regular Government Press Conference for August 2025 held on the afternoon of September 7, Deputy Minister of Finance Tran Quoc Phuong said that after reviewing from the beginning of the year until now, there is still about 38.5 trillion VND of central budget capital that has not been allocated. 18 ministries, central agencies and 29 localities have not yet allocated all the capital assigned by the Prime Minister. There are many reasons, including the lack of procedures for projects and timely approval, partly due to the arrangement of administrative units, mergers and consolidation of some agencies, which will take some time to stabilize, continue the work of reviewing documents and approval.
The cause of the limitations pointed out by the Government is that the arrangement, consolidation of the organizational apparatus and personnel allocation in a short time leads to a situation where there is a surplus of staff in some places and a shortage in others. The quality and skills of civil servants at the commune level, especially in the fields of land, finance, law, information technology, planning, construction, etc., do not fully meet the requirements of the tasks.
Facilities and technical infrastructure in many localities are not yet synchronized, many working offices are degraded, lacking equipment, public vehicles and limited information technology systems, unstable connections, affecting operational efficiency. Some implementation guidance documents have not been issued in a timely and complete manner, decentralization and delegation of power are still formal, reducing the initiative of local authorities.

Join hands to remove obstacles
Joining hands with localities to overcome difficulties, many ministries and branches have increased staff to grasp the situation, guide and support in solving problems arising at the commune level in the process of operating the two-level local government organization.
From September 3, the Ministry of Home Affairs sent 34 officials, civil servants and public employees to 33 provinces and cities for 2 months to grasp the practical situation of local government operations at 2 levels, the implementation of state management tasks in the field of home affairs at the commune level, and to guide and support the timely resolution of arising and urgent issues at the commune level. These are all leaders at the department or bureau level or holding the positions of chief specialist, senior specialist, and chief researcher. All have been thoroughly prepared in terms of expertise and working style with the mindset of supporting the work of the locality better.
In addition, ministries and branches also continue to review regulations on decentralization, delegation of power, and division of authority; complete the system of documents regulating and guiding the implementation of the two-level local government model, creating a complete political and legal basis, ensuring favorable conditions for localities to implement.
Along with the participation of central ministries and branches, many localities have also increased professional human resources to support communes and wards in handling administrative procedures and providing professional and technical guidance. For example, the Department of Agriculture and Environment of Dong Nai province has sent 95 officers and civil servants from the Provincial Land Registration Office to the People's Committees of 95 wards and communes to support the implementation of tasks, and at the same time grasp and synthesize difficulties, problems and recommendations of localities related to the fields of agriculture and environment to report to the members of the Department's Rapid Response Team for timely handling. In total, from July 1 to now, this Department has sent 280 people to support wards and communes.
For example, Vinh Long province has mobilized professional staff, union members, and volunteers to participate in supporting and guiding communes, wards, people, and businesses when there is a request to resolve administrative procedures. In particular, the Department of Finance assigned 12 Deputy Directors and 26 civil servants; the Department of Construction assigned 8 Deputy Directors; the Department of Agriculture and Environment assigned 8 Deputy Directors and 26 civil servants; the Department of Science and Technology assigned 6 Deputy Directors and 28 civil servants.
Enterprises such as Viettel and VNPT continue to send technical staff to support localities. Vinh Long Provincial Youth Union deployed 125 youth volunteer teams to support local authorities at two levels at the Provincial Public Administration Service Center and the Commune Public Administration Service Center. The province established a Professional Support Team to control administrative procedures and support the Commune Public Administration Service Center in the area.
The "measured" results of Vinh Long after 2 months of operation of the Public Administration Service Center are the provincial administrative procedure information system that received 83,852 records, of which 80.6% were resolved before the deadline and on time. 124 Public Administration Service Centers of communes and wards received 137,998 records, of which 93.6% were resolved before the deadline and on time.
Right from the first days of official operation, the People's Committee of Hop Tien Commune (Thanh Hoa) has determined to work according to the motto "taking people's satisfaction as a measure of work efficiency". The locality has sent a working group to the village to guide people in carrying out administrative procedures. Thanks to that, all activities of the Public Administration Service Center have been running smoothly, bringing satisfaction and excitement to local people.
Mr. Le Viet Ngoc, Vice Chairman of the Commune People's Committee, said that after more than 2 months of working under the 2-level local government model, the reality shows that the direction, management and work settlement of the Commune People's Committee are more timely than before. Serving people to request confirmation of administrative procedures, resolving cases related to land, construction, etc. is also more convenient, including new contents under the authority of the commune level.
