Hanoi has 6 social housing projects expected to open for sale this year. With prices ranging from 18.4 million to nearly 30 million VND/m2, only 1/3 compared to many commercial apartments on the market. Therefore, social housing projects are of particular interest to the people.
After a long time of waiting, recently, one of these projects has officially accepted applications. Some remaining projects have also started to provide consultation and guidance to people in preparing documents and procedures.
According to the announcement from the Hanoi Department of Construction, since October 1, the Thuong Thanh social housing project in Bo De ward has officially accepted applications for purchasing and renting social housing. This is the social housing project with the highest price ever, at 29.4 million VND/m2. That means each unit will cost from over 900 million to about 2 billion VND.
Instead of having to queue, jostle, and even push to submit applications, the current scene is quite quiet. Because those who apply for social housing can now apply online, without having to come in person. After a while, they will receive an email to respond to whether their application is valid or missing any documents. From there, they will be given specific instructions on how to supplement and correct and re-submit until successful.
After people have valid documents, they will be given a QR code to submit hard copies of documents to the ward People's Committee. After the first few days of online application submission, some opinions reflected that the system was still difficult to access, and there was even a situation of selling the application code.
Mr. Le Quang Huy - Deputy General Director of Bic Vietnam Joint Stock Company said: "It's as simple as buying football tickets online, you will encounter a similar situation. Everyone just needs to be patient, click the submit button, and your turn will come. Each individual is only given a unique code, which represents all of their personal information. This code cannot be used to submit to another person."
In response to the great demand of the people, since mid-September, the Hanoi City Public Administration Service Center has piloted mobile support for procedures to purchase social housing in Dong Anh commune.
Mr. Nguyen Dinh Luong - Deputy Head of the Administrative Procedure Guidance Department, Hanoi City Public Administration Service Center shared: "The number of cases has increased dramatically, causing overload, so we have to arrange mobile support points to reduce the load on the branch points."
Mr. Nguyen Van Son - Hanoi City said: "With the standard of living in Hanoi, 30 million, a couple and two children, it is really difficult to save up to buy a house. I hope the application process will be more open, and policies will support people more."
Each social housing project in Hanoi, at least has only more than 300 units, many have less than 2,000 units. Compared to the actual demand, it is just a drop in the ocean. However, the appearance of these projects has partly relieved the thirst for low-cost housing in Hanoi, which is in serious shortage.
