With the motto of "on-site logistics", the Department of Industry and Trade recommends that communes and wards, based on the disaster prevention and control and search and rescue plans developed by the unit, proactively reserve and provide relief goods in the area when natural disasters occur.

The city reserves goods to support emergency response, distribute to serve people when natural disasters occur beyond the reserve capacity of localities; determine the need to reserve goods, estimate the need to use some emergency relief items including: Rice, instant dry food, drinking milk (paper boxes), clean water in bottles or jars, candles, processed foods from meat and fish, livestock, poultry, fresh seafood, cooking oil, vegetables and other essential consumer goods such as rubber boots, raincoats, tarpaulins of all kinds, flashlights, flashlight batteries, storm lamps, alum, fuel, construction materials...

The Department of Industry and Trade calls on and guides businesses to stockpile emergency relief goods such as instant noodles, instant porridge, dry rice, dry rations, drinking water, candles, processed foods, milk (paper boxes), and rice, expected to be available for about 250,000 people for 7 days.

The total budget is 122,725 billion VND, created by calling on businesses to have their own capital sources.

Along with the above plan, the Hanoi Department of Industry and Trade also plans to stabilize prices of 13 groups of goods, including food; pork; chicken, duck; fresh and frozen seafood; processed foods from livestock and poultry; cooking oil; vegetables and tubers; poultry eggs; milk for children under 6 years old; spices; sugar... The implementation period of the market stabilization program is from the date the plan is issued until the end of May 2026.

For some other consumer goods with high demand when there is rain or storm, such as gasoline, medical drugs, rubber boots, raincoats, tarpaulins of all kinds, flashlights, flashlight batteries, storm lamps, alum, fuel, construction materials, the Department of Industry and Trade recommends that businesses determine people's consumption needs, the ability of businesses to implement, develop plans to reserve and supply goods, and proactively source goods to meet people's needs.

People's Committees of communes and wards direct and urge local businesses to stockpile, grasp goods sources, and be ready to serve people when natural disasters occur.
