The project contributes to achieving the 8% growth target by 2025.
According to the report, regarding the implementation of the planning and renovation of the space east of Hoan Kiem Lake, with the spirit of urgency, determination, high concentration of forces and resources, maximum use of favorable mechanisms and policies, continuous and close coordination, Hanoi City expects to complete phase 1 of the project (investment in construction of the above-ground part of the square and park using public investment capital) on the occasion of the National Day anniversary September 2, 2025, contributing to ensuring the completion of the 8% growth target in 2025 of the Capital.
Accordingly, the City People's Committee directed the application of special measures to ensure project progress, avoiding common problems in public investment projects. Hanoi will also partially adjust the urban zoning plan H1-1B (Hoan Kiem Lake area and surrounding areas) at a scale of 1/2,000, at the same time, establish a master plan of 1/500 and approve the architectural plan for the land east of Hoan Kiem Lake according to a shortened process.
Regarding the renovation of Dong Kinh - Nghia Thuc Square, the city said it will complete the demolition of the Ham Ca Map building and clean up the site before April 30. These projects belong to the urban renovation and beautification group in the central area, contributing to enhancing the value of the special national relic Hoan Kiem Lake and creating an architectural and landscape space for the area. The projects will be implemented at an urgent pace to celebrate the country's major holiday.
The architectural plan for this area is being studied to become a special square and park, focusing on surveying and preserving valuable architectural works. The city will also study the planning of an underground space of about three floors, connecting to the C9 metro station.
The report also clearly states the relocation of agency and unit headquarters in the area and the mechanism and policies for site clearance and resettlement.
Specifically, for the headquarters of the Department of Culture and Sports : the Department of Construction shall preside over and coordinate with the Department of Finance to research and propose the direction of arranging the headquarters of the Department of Culture and Sports and the Department of Tourism into an inter-agency at 38 Hai Ba Trung Street; propose to adjust the investment policy to increase the scale enough for the two agencies. During the process of implementing the investment in construction and renovation of the headquarters at 38 Hai Ba Trung Street, temporary residence shall be arranged at the Vo Chi Cong Inter-agency Area or the area near the headquarters of the City People's Committee.
For the headquarters of the Institute of Literature - Vietnam Academy of Social Sciences , Hanoi Association of the Blind, Hanoi Population Department: assign the Department of Construction to preside over and coordinate with the Department of Finance to review the city's real estate fund (public property with campus, old villas) to arrange for the units.
Regarding the headquarters of the City Citizen Reception Committee: assign the Department of Construction and the Department of Finance to study the location at 102 Hai Ba Trung Street (headquarters of the City's Agricultural Infrastructure and Water Supply and Drainage Project Management Board) to arrange the working headquarters of the City Citizen Reception Committee.
Regarding Hoan Kiem Electricity Headquarters: agree with the report and proposal of Hoan Kiem District People's Committee on the arrangement at No. 13 Duong Thanh Street - Headquarters of Hoan Kiem Housing Management and Development Enterprise.
Regarding the State Treasury Office headquarters: The State Treasury has decided to hand it over to the City due to no longer having a need to use it; the Department of Finance will soon advise the City People's Committee on accepting the transfer of the above-mentioned real estate and hand it over to the Hoan Kiem District People's Committee to carry out site clearance work according to regulations.
For the Headquarters of the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, the Electricity Hotel, the National Power System and Electricity Market Operation Company: the Department of Planning and Architecture is assigned to research and propose new headquarters locations for the units (in the headquarters area of the Corporations - Cau Giay New Urban Area).
Regarding the relocation of the working headquarters and the Control Centers, Database Centers, and Customer Care Centers that require continuous operation (24/7) of the Power Corporations: the power units proactively review, propose, and clearly state the relocation plan, the plan to ensure stable and continuous operation of the above centers, coordinate with the People's Committee of Hoan Kiem District and the City's departments and branches to review and determine the compensation, support, resettlement, and temporary residence mechanisms and policies, and report to the City People's Committee and the working group in March 2025.
The City People's Committee assigned the Department of Construction, the Department of Finance, and the Office of the City People's Committee to immediately work with the Hanoi Youth Union on the management and use of the Children's Palace (No. 36-38 Ly Thai To) to propose temporary arrangements for units to use while waiting to move to the official location and a plan for long-term exploitation and use of the Children's Palace in the entire area.
Dong Anh district arranges 100 hectares for resettlement work for the project.
Regarding the resettlement arrangement for households within the project scope, the City People's Committee assigned the Dong Anh District People's Committee to arrange a land fund of about 100 hectares to serve the resettlement work for the planning and renovation project of the area east of Hoan Kiem Lake and key projects of the city (Tu Lien bridge, Tran Hung Dao bridge...).
Along with that, the Department of Planning and Architecture is responsible for presiding over and coordinating with the People's Committee of Dong Anh district to immediately deploy detailed planning (priority given to the use of clean, cleared land) to create land funds for resettlement for investment projects (renovation of the space in the area east of Hoan Kiem Lake, Tu Lien bridge, Tran Hung Dao bridge...).
In addition, the City People's Committee applies the highest compensation mechanism and policy according to regulations for people, arranges land resettlement (in Dong Anh district) for cases eligible for compensation for residential land; arranges temporary housing for households (while waiting for resettlement land) and sells resettlement houses to cases ineligible for land resettlement to stabilize their lives when implementing site clearance.
The total planned area for research and implementation of the planning and investment project for the construction of the Square - Park in the East of Hoan Kiem Lake has an area of about 2.14 hectares; the boundary from the West borders Hoan Kiem Lake, the North borders the residential area, the East borders Ly Thai To Street, the South borders Tran Nguyen Han Street.
The total planned area for research and implementation of the planning and investment project for the construction of the Square - Park in the East of Hoan Kiem Lake has an area of about 2.14 hectares; Boundary: the West borders Hoan Kiem Lake, the North borders the residential area, the East borders Ly Thai To Street, the South borders Tran Nguyen Han Street.
According to the report of the People's Committee of Hoan Kiem District (March 12, 2025), there are 47 land and house users in the project implementation area , including: 12 organizations, agencies, units: Department of Culture and Sports, Hanoi Electricity Corporation, Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Population Department, Hanoi Association of the Blind, State Treasury Transaction Office, Electricity Hotel, Northern Electricity Corporation, National Power Transmission Corporation (Power Transmission Company No. 1), City Citizen Reception Office Headquarters and 2 cooperatives that are currently specialized houses.
In addition, there are 35 households, currently 23 households have certificates of land use rights and house ownership; 2 households have house rental contracts with Hanoi Housing Management and Development Company Limited; 2 households are in the management book but do not have house rental contracts. Hoan Kiem District People's Committee is continuing to review and collect documents to update and supplement information.
