Hanoi aims to form a network of cultural industrial centers

The roadmap to turn cultural potential into opportunities in developing the cultural industry and the Creative City brand of Hanoi still faces many difficulties and challenges, especially in mobilizing social resources.

The Hanoi People's Committee has issued a Plan to implement Resolution No. 24/2025/NQ-HDND dated July 10, 2025 of the City People's Council on the organization and operation of the Cultural Industry Center in the area.

The Department of Culture and Sports is assigned as the standing agency of the City Appraisal Council, responsible for monitoring, urging, and inspecting; at the same time, developing programs and implementing support measures for the Cultural Industry Centers to operate effectively; creating favorable conditions in administrative procedures, granting licenses to organize events and cultural activities at the centers.

The plan aims to synchronously and effectively implement Resolution No. 24/2025/NQ-People's Council to create a legal corridor and mechanisms and policies for the establishment, organization, operation and supervision of cultural industry centers; promote the development of cultural industries, towards building Hanoi into a cultural and creative center of the region and the world; contribute to economic growth and improve the spiritual life of the people.

By 2025, the city aims to approve project documents and form 1-2 cultural industry development centers in locations with available advantages and potential.

In 2026, Hanoi will implement investment projects in infrastructure, landscape, security, food hygiene and safety, fire prevention and fighting, environmental protection, etc. and form 2-3 more specialized or multi-disciplinary cultural industry centers, focusing on developing cultural industries in advantageous fields.

By 2030, the city aims to have 10 typical cultural industrial centers for each region, connecting them into a network of cultural industrial centers across the capital; with a vision to 2045, forming a large-scale modern cultural industrial center on the Red River bank.

The network system of Cultural Industrial Centers has developed strongly, forming a cultural industrial ecosystem connected by common digital platforms, becoming a resource to promote the development of the Capital's cultural industry.

To achieve the above goals, the plan identifies many key tasks such as propaganda, human resource training; prioritizing planning, land allocation and investment capital; supporting the formation of cultural complexes, applying digital technology; organizing cultural, artistic and sports events at the centers; at the same time, strengthening inspection, examination and supervision of activities, ensuring safety, order, fire prevention and fighting.

The City People's Committee requires the implementation process to ensure feasibility, connection between preservation and development, promotion of traditional cultural values; at the same time, balance cultural factors with trade and services in the activities of the Cultural Industry Center.

With the advantage of rich and diverse cultural capital, Hanoi is a city with great potential and advantages in cultural and creative industries. In addition to the fields of cultural industries recognized by the world (including music, publishing, handicrafts, architecture, performing arts, advertising, software and entertainment games, cinema, fashion, fine arts, photography and exhibitions, television, radio and cultural tourism), Hanoi also has the culinary field.

With creative industries, Hanoi is both a member of the UNESCO Creative Cities Network and a center of the country. The city is gradually developing its cultural industry strongly.
