The conference listened to the leaders of the Provincial People's Committee Office announce the assignment of members of the Bac Ninh Provincial Civil Defense Command to be in charge of the area for natural disaster prevention and control tasks.
According to a quick report from the Department of Agriculture and Environment, due to the influence of storm No. 11, from 7:00 p.m. on October 6 to 2:00 p.m. on October 7, moderate and heavy rains occurred in the province, with an average flow of approximately 150 mm, and locally 400 mm. Heavy rain combined with floods in the upstream caused flooding in many localities, causing some incidents with dikes and irrigation works; and also causing floods in the river and stream systems in the area.
Specifically, at 1 p.m. on October 7, the flood level on the Thuong River at Phu Lang Thuong reached 5.80 m, 0.5 m above alert level 2; the Luc Nam River at Cam Dan reached 39.76 m, 1.24 m below alert level 1; the Cau River at Phuc Loc Phuong reached 6.85 m, 0.15 m below alert level 2. Floods on the rivers are forecast to continue to rise, peaking on October 8 and 9, then gradually receding.

Due to the impact of heavy and prolonged rain, many incidents occurred in dikes and irrigation works. Specifically, the left dike of Thuong Duong Duc from km2+600 to km2+612 in My Thai commune had a 12 m long landslide; Coi Gao lake, Dong Ky commune had a broken dam body causing flooding in the downstream area, some houses of people, schools, offices had collapsed fences, collapsed roofs... By 13:30 on the same day, the whole province had 184 households isolated by floodwaters and had to be evacuated to safe places in the communes of Tay Yen Tu, Tuan Dao, Son Dong, Bo Ha, Tien Luc, Tam Tien, Yen The, Kep, My Thai.
By 2:00 p.m. on October 7, the entire province still had 99 points on the roads that were partially flooded, underground water overflowing, affecting people's travel; the entire province had 65 landslides and rockslides that threatened the safety of traffic routes and people's houses. The floods caused nearly 3,000 hectares of rice and crops to be flooded, nearly 50,000 livestock and poultry, and more than 300 hectares of aquaculture to be damaged.

Faced with the complicated developments of natural disasters, on October 7, the province established 3 teams to inspect the flood situation and directly direct the prevention and control work in communes along the Cau and Thuong rivers. The team was led by Ms. Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee, to inspect the communes of Tam Giang, Tam Da, Kinh Bac and Vu Ninh; the team was led by Mr. Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, to inspect the communes of Hop Thinh, Xuan Cam, and Van Ha; the team was led by Mr. Mai Son, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, to inspect the communes and wards of Bo Ha, My Thai, Bac Giang and Phuc Hoa.
The Chairman of the Provincial People's Committee issued a document implementing the National Civil Defense Steering Committee's telegram on measures to respond to storm No. 11. The Provincial Civil Defense Steering Committee issued 7 telegrams: Issued alarms No. 1 and No. 2 on Thuong River (at Phu Lang Thuong Hydrological Station); alarm No. 1 on Cau River (at Dap Cau Hydrological Station); alarm No. 1 on Luc Nam River (at Luc Nam Hydrological Station); alarm No. 1 on Cau River (at Phuc Loc Phuong Hydrological Station); alarm No. 3 on Thuong River (at Cau Son Hydrological Station); alarm No. 1 on Thai Binh River (at Pha Lai Hydrological Station).
Speaking at the conference, comrade Nguyen Viet Oanh emphasized that the natural disaster situation is becoming more and more complicated. He requested that sectors and localities raise their spirit of initiative and vigilance, regularly patrol, and strictly control the development of floods and dykes; in any locality where an incident occurs due to subjectivity, the leaders must take full responsibility. By 8:00 p.m. on October 7 at the latest, localities must complete the evacuation of all people in areas at risk of being affected to safe places; fully prepare supplies and means to respond in all situations.

The Agriculture sector specifically reported the number of pumping stations draining water to Cau River and Thuong River to calculate and regulate appropriate operating capacity, develop flood discharge and flood regulation plans when necessary. The Health sector proactively took measures to support medical examination and treatment for people in affected areas. The Education sector proactively let students stay home from school when it rained and flooded. The Provincial Industrial Park Management Board reviewed the current flooding situation in industrial parks, clusters and factories to propose the fastest drainage plan. He also directed a number of contents for proposals from localities to ensure the most effective response to situations caused by storms and floods.
Receiving the direction of comrade Nguyen Viet Oanh, comrade Le Xuan Loi requested departments, branches, sectors and localities to resolutely implement response measures. Bac Ninh Electricity Company ensures enough power for pumping stations, businesses and people's daily life. The Provincial Industrial Park Management Board reviews the current flooding situation at factories to have a plan to support drainage. The Department of Construction and the Department of Agriculture and Environment continue to review the entire current status of dikes and irrigation works, promptly detect incidents, propose solutions, improve flood prevention and control capabilities, and ensure the safety of people's lives and property during the rainy and stormy season.
The police and military forces continue to direct forces, coordinate with local authorities to review and closely monitor the situation, and support people in evacuating and relocating. Irrigation exploitation companies concentrate machinery and equipment to pump water into the river. Departments and branches, based on the assigned tasks of the Provincial Civil Defense Command, deploy response measures. Members of the Provincial Civil Defense Command, based on their assigned tasks, conduct inspections of response work in localities. Riverbank communes and wards closely monitor weather developments, assign forces to be on duty, respond, and report promptly to handle incidents.
