The Hanoi Department of Construction requested the Hanoi Drainage One Member Limited Liability Company and urban drainage maintenance units to strengthen control and deploy solutions to ensure drainage in areas that often experience local flooding during heavy rains, in Thang Long Avenue underpasses, Provincial and National Highways, and main streets that can easily cause traffic congestion; at the same time, monitor the weather situation to have timely response plans to ensure urban drainage and increase on-call response, urgently lower the water level on the drainage system and regulating lakes to ensure drainage in the city.

Along with that, clean water supply units ensure the supply of clean water for daily life to serve the needs of the people. In case of local water loss due to natural disasters, units must have solutions to provide clean water in a timely manner, prepare mobile tanks and tanks and supply plans by tank trucks or other specialized equipment to avoid a shortage of clean water for daily life in the city. The City Technical Infrastructure Management Center strengthens inspection, supervision, and urges technical infrastructure maintenance units to organize on-call, respond to and handle incidents, and overcome consequences (if any) caused by natural disasters in the management area according to decentralization.

According to the forecast of the National Center for Hydrometeorology, after continuously increasing in intensity, storm No. 11 has maintained level 11 and maintained its direction of movement and is about 530km from Hoang Sa special zone. However, the forecast still has the possibility of strengthening and increasing in intensity. Specifically, at 7:00 a.m. on October 4, the center of the storm was at about 18.1 degrees North latitude; 116.5 degrees East longitude, about 470km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm is level 11 (103-117km/h), gusting to level 14. The storm is moving in the West Northwest direction, at a speed of about 25km/h.
According to forecasts from hydrometeorological experts, Hanoi is also in the area affected by heavy rain in storm No. 11, with strong winds of level 4-5.
Heavy rain is forecast to occur early in the morning of Monday, October 6, lasting until noon, and even gradually decreasing in the afternoon and evening of the same day. Rainfall in Hanoi during storm No. 11 is forecast to be from 100-200 mm, although not as heavy as storm No. 10, the amount of rain is likely to cause street flooding.
