Hanoi regulates the authority to decide on the management and use of public assets.

On September 23, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Decision No. 58/2025/QD-CTUBND stipulating a number of decision-making authorities in the management and use of public assets under the management of Hanoi city.

Accordingly, the subjects of application of the decision are agencies, organizations and units under the city's management, including: State agencies; public service units; Vietnam Fatherland Front at all levels of Hanoi city (including socio -political organizations and associations assigned by the Party and State to be under the Vietnam Fatherland Front); socio-political and professional organizations, social organizations, socio-professional organizations, other organizations established under the provisions of law on associations; other organizations and individuals related to the management and use of public assets under the city's management.

Regarding the authority to decide on the assignment of public assets, the authority to decide on the assignment of assets for types of assets not within the scope of provisions in Clauses 1, 2 and 3, Article 6 of Decree No. 186/2025/ND-CP of the Government is implemented as follows:

The city's level I budget unit decides to hand over public assets to agencies and units under its management for: Public assets (except houses, land, other assets attached to land, cars) invested in, constructed, purchased or managed by agencies and units under its management; Public assets (except houses, land, other assets attached to land, cars) received by agencies and units under its management according to the asset handling decision or task assignment document of the City People's Committee or the Chairman of the City People's Committee.

The Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City decides to hand over public assets to organizations and units under its management scope for: Public assets (except houses, land, other assets attached to land, cars) invested in, constructed, purchased or managed by organizations and units under its management scope; Public assets (except houses, land, other assets attached to land, cars) received by organizations and units under its management scope according to the asset handling decision or written request of the City People's Committee, Chairman of the City People's Committee.

The Chairman of the People's Committee of the ward or commune decides to hand over public assets to agencies, organizations, and units under the management of the ward or commune for public assets invested in, constructed, purchased, or managed by commune-level agencies, organizations, or units; Public assets are received by commune-level agencies, organizations, or units according to the decision on asset handling or the document assigning tasks of the City People's Committee or the Chairman of the City People's Committee.

Public assets received or existing after the implementation of administrative unit arrangement according to the two-level government model include: Public assets of agencies, organizations, and units under the district level that have ceased operations and been handed over to the new commune level from July 1, 2025; Public assets of the previous commune level that have been handed over to the new commune level from July 1, 2025; Public assets of wards and communes that have not been arranged but have been organized into independent agencies, organizations, and units with legal status from July 1, 2025 and have allocated received or existing assets to these agencies, organizations, and units...

This Decision comes into force from the date of signing.
