A series of key infrastructure projects are prioritized for investment by Ho Chi Minh City in the coming term.

Re-architecting development space

The Draft Political Report at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, said that the merger of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces is an unprecedented turning point in the history of urban development in Vietnam. This opens up opportunities to expand the market, increase investment attraction, connect infrastructure, connect production chains and raise international status, access financial resources and advanced technology.

Along with that, after the merger, Ho Chi Minh City has created a special administrative- economic entity, complementing each other quite completely, restructuring the development space according to the thinking of "one center, three regions, one special zone", optimizing the sharing of comparative advantages of each area, converging the conditions to become a multi-centered megacity developing along three corridors, with five pillars (industrial and logistics center; international financial center; tourism and cultural industry; education - health - science and technology center).

However, the draft political report also acknowledged that the City still faces many difficulties due to unsynchronized infrastructure.

In the coming term, Ho Chi Minh City will re-architecture its development space according to a multi-polar - integrated - hyper-connected mindset, aiming for a synchronous, civilized and modern infrastructure system.

Accordingly, the City will promote decentralization, delegation of power, and effective exploitation of land value for infrastructure reinvestment. Public investment continues to play a leading role, creating breakthroughs in attracting private capital, FDI and public-private partnership (PPP).

The development driving axes will be focused on investment, including: East-West axis extending from Cai Mep - Thi Vai port cluster, Eastern high-tech axis (Thu Duc - Di An - Tan Uyen), International trade axis connecting airports, seaports with domestic and auxiliary logistics corridors), growth poles of Financial Center, Eastern innovation pole, Northwest logistics development pole.

Developing an integrated transport network

Ho Chi Minh City has determined to prioritize the development of an integrated and intelligent transport network, contributing to regional and inter-regional connectivity: urban railway systems, inter-regional dedicated railways, expressways connecting urban - industrial centers - seaports - airports - financial centers.

Along with that, the City speeds up the progress of investment in construction, upgrading, expansion, and putting into operation key traffic routes: Ring Road 2, Ring Road 3, Ring Road 4, expressways HCMC - Ben Luc - Long Thanh; HCMC - Moc Bai; HCMC - Thu Dau Mot - Chon Thanh; Long Thanh - Ho Tram.

At the same time, forming a railway transport axis to transport goods connecting Cai Mep - Thi Vai port with Binh Duong industrial zone to reduce traffic congestion and environmental pollution. Investing in coastal road system, building and developing waterway transport system to meet the needs of transporting goods, passengers and tourism.

Ho Chi Minh City will improve the effectiveness of state management of planning; invest in the complete construction of Thu Thiem New Urban Area before 2030; start the second phase of Phu My Hung Urban Area, speed up the progress of Can Gio coastal urban area; implement urban upgrading projects in Vung Tau, Ho Tram and Phu My. Develop a smart urban chain connecting the center of Ho Chi Minh City - Di An - Thuan An - Thu Dau Mot - Ben Cat - Phu My, new urban areas around traffic points connecting beltways and highways.

According to the new planning orientation, Ho Chi Minh City will focus on investing in the coastal corridor area to become a multi-functional integrated development area including seaports, industry, urban areas, tourism and ecological conservation. The city aims to develop harmoniously between rural and urban areas in the direction of "villages in the city, cities in the village", associated with the viewpoint of "leaning on the mountain, protecting the forest" and "sticking to the river, facing the sea".

Notably, the Saigon River corridor will be urgently planned to both exploit economic and tourism potential, create more green space, parks and public utilities, and preserve the natural landscape.

In urban space, Ho Chi Minh City focuses on developing green spaces, river spaces and cultural spaces, associated with new urban areas around metro stations according to the public transport-oriented urban development model (TOD), creating a living and working environment that meets international standards.

In addition, the city will combine urban renovation and development, encourage the use of new materials and green and renewable energy; continue to relocate and remove temporary houses along canals; renovate and replace old apartments; upgrade existing residential areas; develop social housing and reorganize people's lives in a civilized and sustainable direction.

In the orientation of key and breakthrough programs, Ho Chi Minh City aims to focus on 6 key infrastructure contents:

Promote regional connectivity through important external traffic axes such as National Highway 13, Ho Chi Minh City - Vo Van Kiet Expressway, Ben Luc - Long Thanh Expressway, Bien Hoa - Vung Tau Long Thanh...

Developing the urban railway system according to TOD (urban development associated with public transport) orientation, effectively connecting the inner city area with functional centers.

Construct and upgrade high-speed passenger railways and freight routes (Bau Bang - Dong Nai - Cai Mep Thi Vai), and complete belt roads 2, 3, and 4.

Exploiting river and coastal transport, especially on the Saigon – Dong Nai – Soai Rap route, connecting Cai Mep – Thi Vai – Can Gio port cluster, Can Gio international transit port with logistics system and port services.

Upgrading and expanding Con Dao airport to meet the needs of air transport and tourism development.

Developing smart, green transport infrastructure, applying AI, IoT, and big data in managing goods, supply chains, and capital flows.
