In that context, the force participating in protecting security and order at the grassroots level has been clearly promoting its role as the "right-hand man" of the Commune and Ward Police, contributing to maintaining order and safety from the links closest to the people.

Promoting the advantages of grassroots forces
On September 19, upon receiving information about a fire at an electric pole near Dan Hoa Primary School (Dan Hoa Commune), the local security force promptly arrived and coordinated with local people to quickly deploy firefighting measures. Or like every day, members of the security force at the Van Mieu - Quoc Tu Giam Ward always work side by side with the Ward Police and Traffic Police Team No. 3 to direct and regulate traffic at the "hot spot" at risk of congestion on Kham Thien Street.
These are some examples of the work that the grassroots security force has quietly contributed to in recent times. After a year of deploying the force to participate in protecting security and order at the grassroots level, the political security situation and social order and safety at the grassroots level have had many positive changes.
According to statistics from the Hanoi City Police, in the past year, the force participating in protecting security and order at the grassroots level in Hanoi promptly discovered and provided the police force with 15,128 pieces of information related to security and order, of which 7,562 pieces of valuable information helped the police force discover , arrest, and handle law violators. Through the work of grasping the local situation, this force provided 2,286 valuable reports on the activities of conditional business establishments; 1,956 pieces of information related to population registration and management...

Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police, assessed that the force participating in protecting security and order at the grassroots level in Hanoi has the advantage of being local people, having a long working history, being close to the people, understanding customs and practices... Those advantages have actively supported the commune-level police force in grasping the local situation, managing subjects, promptly detecting and providing the grassroots police force with complicated security and order incidents to resolve, preventing the emergence of complicated security and order hotspots.
From July 1, 2025, along with other localities nationwide, Hanoi will implement a two-level local government model, so there will be changes in the functions, tasks, and authority to manage forces participating in ensuring security and order at the grassroots level. The change in the two-level local government model and the merger and consolidation of commune levels will lead to some shortcomings.
In particular, some provisions regulating decentralization and assignment of tasks to the People's Committees at district and commune levels are no longer appropriate, leading to confusion in many localities in perfecting, managing, using and implementing regimes and policies for security and order forces at the grassroots level.

Responding to practical requirements in the new situation
Grasping the above shortcomings, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee Le Hong Son said that the City People's Committee will submit to the City People's Council to amend and supplement a number of articles of Resolution No. 12/2024/NQ-HDND dated July 1, 2024 of the City People's Council stipulating the criteria for establishment, criteria for the number of members of the Security and Order Protection Team at the grassroots level; content and level of support for people participating in the Security and Order Protection Force at the grassroots level in the city at the thematic meeting in September 2025.
The draft Resolution stipulates that the City People's Committee decides on the number of Security and Order Protection Teams that need to be established, and the number of Security and Order Protection Team members in villages and residential groups under the management of each commune-level administrative unit. At the same time, the funding source for implementing the support level for people participating in the security and order protection force at the grassroots level is arranged in the annual commune-level budget estimate according to the budget decentralization.
In fact, in Phu Thuong ward, the restructuring of the organization and structure has helped the force participating in protecting security and order at the grassroots level become more streamlined, stronger, and meet the requirements in the new situation after the administrative unit rearrangement.
Chairman of Phu Thuong Ward People's Committee Do Dinh Son said that immediately after being reorganized, with a structure of 24 teams, including 79 members, the force participating in protecting security and order at the grassroots level of the ward quickly stabilized, went into operation, coordinated with the Ward Police in propaganda work, mobilized people; supported the Ward Police in patrolling, maintained political security, order and social safety. When a situation occurs, this force supports the Police force to handle the incident, maintain the scene, and ensure stability of the situation.

In addition, in order to ensure that the security force at the grassroots level meets the requirements in the new situation, Lieutenant Colonel Nguyen Xuan Tien, Chief of Me Linh Commune Police, said that the Commune Police will proactively review, select, and strengthen the force participating in protecting security and order at the grassroots level; constantly improve qualifications, train, foster expertise, professionalism, and skills in handling situations.
“The commune police will also promptly propose mechanisms to support, encourage and reward collectives and individuals with achievements in security and order work at the grassroots level; at the same time, strengthen cooperation between the police force and departments, branches, unions, villages and security and order forces at the grassroots level to create a solid security posture right from the grassroots level,” said Lieutenant Colonel Nguyen Xuan Tien.
In order for the forces participating in protecting security and order at the grassroots level to continue to promote their strengths of being close to the people, grasping and promptly resolving incidents, it is necessary to pay attention to the regime, support and arrange appropriate forces, contributing together with the regular police force to maintain peace and sustainable development in the capital.
As of June 30, 2025, 5,422 Security and Order Protection Teams with 20,568 members have been established in Hanoi. The People's Committees of communes and wards are continuing to improve to ensure the number of 5,438 Security and Order Protection Teams according to the decision of the Hanoi People's Committee.
