Presenting the draft action program to implement the Resolution of the 18th Hanoi Party Congress, the Chairman of Hanoi said that the city will be determined to completely resolve four long-standing urban problems.

On the afternoon of October 17, at the closing session of the 18th Hanoi Party Congress, term 2025 - 2030, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh reported to the congress the main contents of the Draft Action Program to implement the Resolution of the 18th Hanoi Party Congress.

Accordingly, in terms of institutions, governance and resource mobilization, Hanoi will strongly innovate the capital's governance model in an advanced, integrated and modern direction, shifting from a management mindset to a creative and service mindset.

Hanoi also established a new development model, promoted industrialization, modernization and developed the private economy into a leading force. Moved towards a knowledge-based economy, innovation and high added value. Formed three creative poles as leading pillars: "Heritage - Knowledge - Technology"...

In addition, Hanoi will strongly promote science and technology, innovation and comprehensive digital transformation in all fields. Building Hanoi into a smart city, with people and businesses at the center.

Regarding urban and rural planning and development, Hanoi will deploy, review and adjust planning according to the new development model; manage sustainable urban and rural development associated with environmental protection and efficient use of resources. Determined to completely resolve four long-standing urban problems including: traffic congestion; urban order, discipline and sanitation; environmental pollution (water, air); flooding in inner-city and suburban areas.

Regarding culture, the draft said it would promote the thousand-year-old tradition of Thang Long - Hanoi, build elegant and civilized Hanoi people... Taking people as the center and measure of all development, building a humane, happy, fair and civilized capital, becoming a model of culture and knowledge leading the nation.

Regarding health and social security, Hanoi will improve social welfare and people's quality of life. Ensure that all people have access to quality essential social services.
