The Hanoi People's Committee has just issued Decision No. 6761/QD-UBND on the allocation of 8,694.2 square meters of land in Nam Trieu commune, Phu Xuyen district to the Phu Xuyen district People's Committee to implement the project of constructing technical infrastructure for the land use rights auction area in Dong Vuon area, Nam Quat village, Nam Trieu commune, Phu Xuyen district.

According to the decision, in the total area of ​​8,694.2 square meters of land, there are 3,822 square meters of residential land (including land lots marked DG-01, DG-02, DG-03, DG-04, DG-05) to manage and organize auctions of land use rights according to regulations;

4,872.2m2 of land for construction of traffic, technical infrastructure and trees. The land use term is stable and long-term. The method of land allocation is not through auction of land use rights, not through bidding to select investors to implement projects using land.

The location and boundaries of the land plot are determined in the 1/500 scale Master Plan Drawing of the project to build technical infrastructure for the land use rights auction area in Dong Vuon area, Nam Quat village, Nam Trieu commune, Phu Xuyen district, prepared by NHP Construction Joint Stock Company, confirmed by Phu Xuyen District People's Committee on June 3, 2023, approved with Document No. 1018/UBND-QLDT dated June 5, 2023 and the coordinate positioning document of the Department of Natural Resources and Environment dated October 30, 2023.

The City People's Committee assigned the People's Committee of Phu Xuyen district (Phu Xuyen district land fund development center) to be responsible for contacting the Department of Natural Resources and Environment to receive land handover on the field;

Responsible for preparing and approving the Master Plan Drawing to ensure no interlaced land areas arise, and to use land economically and effectively; Prepare a plan for auctioning land use rights to submit to competent authorities for approval and organize auctions of land use rights in accordance with prescribed procedures;

Review the provisions in Article 7 of Decision No. 61/2024/QD-UBND dated September 27, 2024 of the City People's Committee before organizing the preparation of the Land Use Rights Auction Plan to ensure compliance with legal regulations, publicity, transparency and efficiency;

Guide the auction winner to fulfill financial obligations, register land use rights, prepare documents to apply for a Construction Permit and a Certificate of Land Use Rights, House Ownership Rights and other assets attached to the land according to regulations. Use the land for the correct purpose, boundary, and area specified above; implement investment projects according to the provisions of law.

The Department of Natural Resources and Environment is responsible for guiding procedures for determining boundaries and handing over land on the field, granting Certificates of land use rights, house ownership rights and other assets attached to land.
