Hanoi plans to convert all taxis and private cars to green

Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen said that in the future, the city will not only focus on buses but will also aim to convert all means of transport to green energy, including taxis and personal vehicles such as cars and motorbikes.


On March 25, Mr. Nguyen Manh Quyen - Vice Chairman of Hanoi People's Committee chaired a meeting to listen to a report on the plan and roadmap for converting and developing the electric bus system and green energy.

According to Mr. Quyen, converting to green energy vehicles is an issue that Hanoi is very concerned about because the current environmental pollution situation is getting more and more serious. The city has issued a project, and in the coming time, it will study and have a specific plan for implementation.

Notably, according to Mr. Quyen, not only buses but the city will aim to convert all vehicles to green energy, including taxis and personal vehicles such as cars and motorbikes.

"To encourage people and economic sectors to participate in converting to green energy vehicles, there needs to be mechanisms and policies to promote the conversion process so that it can take place faster. Regarding this issue, the city leaders assigned the Department of Finance to study and propose," the Vice Chairman of the Hanoi People's Committee emphasized.

At the meeting, a representative of the Department of Construction said that the bus network in Hanoi currently has 153 routes; including 128 subsidized bus routes, 9 non-subsidized bus routes, 13 adjacent bus routes and 3 City tour routes.

Hanoi's bus network has reached 30/30 districts, towns and cities; 512/579 communes, wards and towns (reaching 88.4% of total commune-level administrative units). At the same time, it has connected with 7 neighboring provinces and cities (Hung Yen, Ha Nam, Bac Ninh, Bac Giang , Hai Duong, Hoa Binh, Vinh Phuc).

The number of subsidized buses is 1,903, of which 282 use clean energy (139 CNG buses and 143 electric buses); and over 1,200 vehicles meet Euro IV emission standards or higher.

Based on the proposal of transport units and the approval of Hanoi People's Committee, 4 transport units (Hanoi Transport Corporation, Newway Transport Joint Stock Company, Hai Van International Transport Joint Venture Company, Bao Yen Construction Service Tourism Company Limited) are investing and piloting 5 electric bus routes with 76 buses.

According to the content of the "Project to develop a public transport system using buses using electricity and green energy in Hanoi", from 2026, the city is expected to issue technical and economic norms and full unit prices for all types of electric buses. Units will implement vehicle replacement; strive to have 100% of buses converted to green energy by 2030.

At the meeting, representatives of Hanoi's departments and agencies and a number of businesses participating in the transport sector discussed, made recommendations and proposed that the city continue to study mechanisms and policies to encourage investment in charging station infrastructure and public passenger transport by buses using electricity and green energy.

Regarding this issue, Vice Chairman Nguyen Manh Quyen assigned the Department of Construction to preside over reviewing and finalizing the plan to convert buses to use green energy; strive to convert 100% of buses to use green energy by 2030 at the latest. At the same time, continue to perfect mechanisms and policies to accompany and support businesses participating in converting green energy vehicles.

"Not only stopping at switching to green energy, the Department of Construction needs to research and develop a set of criteria to evaluate transport units, moving towards awarding "stars" to green bus companies, in order to improve the quality of service to the people of the capital...", Vice Chairman Nguyen Manh Quyen emphasized.
