Ha Tinh hopes to create a turning point for the clean energy industry - the foundation for sustainable development

Speeding up projects under Plan VIII - electricity goes one step ahead

According to the Power Plan VIII for the period 2021 - 2030, with a vision to 2050 adjusted, approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15, 2025 and the Implementation Plan of the Ministry of Industry and Trade (Decision No. 1509/QD-BCT dated May 30, 2025), Ha Tinh will be supplemented with additional power capacity, creating important space for developing energy infrastructure and attracting investment in industry and services. Up to now, Ha Tinh is planned to add 24.69MW of small hydropower, 381MW of rooftop solar power, 1,776MW of concentrated solar power, 2,305MW of wind power, 15MW of biomass power and 704.5MW of pumped storage hydropower.

Ha Tinh's power grid infrastructure is increasingly invested in modern and synchronously.

To implement the newly supplemented planning, in recent times, the province has paid attention to attracting projects on power sources and power grids, urging to speed up the progress of key projects in the area to meet the increasing development needs of the economy , especially industrial zones and clusters, and quickly catch up with the implementation of the Government's Power Planning VIII goals.

At the end of July 2025, Unit 1 of Vung Ang II Thermal Power Plant officially connected to the commercial grid; then, the 220kV Vung Ang Transformer Station (part of the 220kV Vung Ang Transformer Station and Connection Project) was energized on September 21, marking an important step in the completion of the transmission infrastructure, contributing to improving the power supply capacity for the Southern Ha Tinh region.

At the end of July 2025, Unit 1 of Vung Ang II Thermal Power Plant officially connected to the commercial grid, adding a sustainable power source to Ha Tinh.

Hydropower projects exploiting the potential of irrigation reservoirs and pumped-storage power are also being accelerated. Currently, the Kim Son - Thuong Song Tri pumped-storage hydropower project (530MW), Ke Go - Boc Nguyen pumped-storage hydropower project (174.5MW) have been included in the list of pumped-storage hydropower projects in the area, expected to operate in 2028; Vu Quang hydropower plant is being completed and put into operation, meeting the small hydropower capacity target according to the adjusted Power Plan VIII.

According to Mr. Le Duc Hung - Head of Energy Department (Department of Industry and Trade), in recent times, the department has focused on tasks, coordinated with departments and branches to review and update the VIII Power Plan into the Provincial Plan and related plans, land use plans to create synchronization in the implementation process; advised the Provincial People's Committee to direct the acceleration of power source and grid projects in the area; sent documents to Vietnam Electricity Group, National Power Transmission Corporation, Northern Power Corporation to accelerate the investment progress of power grid projects to ensure the goal of concretizing the VIII Power Plan; at the same time, creating money for Ha Tinh to break through to become a growth pole of the energy industry in the region.

The 220kV Vung Ang transformer station (part of the 220kV Vung Ang transformer station and connection project) was energized, marking an important step in completing the power transmission infrastructure in the area.

Along with power source projects, the Industry and Trade sector also coordinates with localities and the Central and Northern Power Project Management Boards to promote the implementation of transmission projects in the national power grid. Accordingly, the 500kV Vung Ang - Ha Tinh - Da Nang branch line project is carrying out site clearance work, expected to start construction in the fourth quarter of 2025 and complete energization in the third quarter of 2026; the 500kV Vung Ang - Hoa Binh switching station line project (about 380km, 2 circuits, passing through the provinces of Ha Tinh, Nghe An, Thanh Hoa, Phu Tho) is being carried out by the Northern Power Project Management Board for investment preparation procedures, with a plan to energize in the fourth quarter of 2027.

According to the report of the Department of Industry and Trade, in the first 9 months of 2025, the production index of the electricity production and distribution industry of Ha Tinh increased by more than 125% over the same period last year, contributing greatly to the industrial growth rate of 4.2% of the whole province. Electricity production reached more than 9.1 billion kWh, of which new commercial sources from Vung Ang II accounted for a high proportion. At the same time, renewable energy and electrical equipment production benefited from the chain of VinFast and VinES projects in Vung Ang Economic Zone, creating a strong spillover momentum for supporting industries, contributing to promoting the development of the province's industry.

Accelerating energy transition - realizing green development goals

Ha Tinh Power Company (PC Ha Tinh) is the main unit supplying electricity in the province, an important link accompanying the province in realizing the Power Plan VIII. Currently, the company is managing 76 construction investment projects with a total investment of VND 1,142,038 billion to renovate, upgrade and develop the power grid, ensuring stable power supply for the economy and people's lives, especially in key economic zones and industrial parks such as: Vung Ang, Formosa, Bac Cam Xuyen... By the end of 2025, PC Ha Tinh will ensure a power supply capacity of 430 MW, expected to reach 930 MW by 2030.

Ha Tinh Electricity Company (PC Ha Tinh) always pays attention to investing in improving and developing the power grid, demonstrating its role as the key unit supplying electricity in the province.

Mr. Nguyen Viet Thang - Deputy Director of Ha Tinh Electricity Company said: "Implementing the orientation of Power Plan VIII, the company continues to focus on improving the reliability of power supply, applying digital technology to operation management. SCADA systems, remote measurement, and incident warnings are widely deployed, helping to handle incidents faster, reducing power loss according to plan. In particular, we also actively promote and deploy rooftop solar power projects to ensure both cost savings and contribute to the goal of developing renewable energy sources, controlling greenhouse gas emissions from electricity production."

Up to now, PC Ha Tinh has developed 1 rooftop solar power customer (with 2 measurement points) to the grid with a capacity of 1,668.295kwp; continuing to complete the paperwork to develop 1 customer to the grid with a capacity of 1,015kwp. At the same time, directing the regional electricity management teams to send notices to customers installing solar power to report to the Department of Industry and Trade to complete the procedures as required.

Ha Tinh has just approved the policy of two wind power investment projects, opening up new space for energy supply as well as realizing the goal of greening the energy industry. *Illustrative photo.*

Demonstrating its determination to develop clean and renewable energy, last September, the Provincial People's Committee approved the policy of two wind power investment projects: Eco Wind Ky Anh Wind Power Plant (498MW) and Ky Anh Wind Power Plant (400MW). With a total capacity of nearly 900 MW, the two new wind power projects promise to create an abundant source of clean energy, contributing to ensuring energy security and reducing greenhouse gas emissions; at the same time, helping Ha Tinh exploit the advantages of the southern sea area, promoting investment attraction in the renewable energy sector, contributing to the overall growth of the province. Currently, the Provincial People's Committee has approved the documents inviting interest in the projects; the Department of Industry and Trade has announced them on the national bidding network (from October 15).

At the same time, the province also completed investment procedures for the Hong Loc Waste-to-Energy Plant (30 MW) and the Vung Ang III LNG Thermal Power Plant (1,500 MW). These projects are opening up new space for energy supply and are expected to create a turning point for the clean and sustainable energy industry.

In fact, thanks to the synchronous implementation of energy, trade and industrial infrastructure, Ha Tinh's economy has recorded many positive signs. The economic growth rate (GRDP) in the first 9 months reached 8.05%; total retail sales of goods increased by 12.46%, exports reached 1.28 billion USD, many service and logistics sectors recovered strongly. Notably, the energy industry has become a solid "support" for growth, not only creating a large source of revenue for the budget but also opening up new development space for processing, manufacturing, material production and supporting industries.

With the province's initiative and the spirit of "electricity goes one step ahead", Ha Tinh is gradually realizing the goal of becoming the energy center of the North Central region, contributing to creating a solid foundation for the goal of achieving economic growth of 10% by 2030.
