• STEM loan policy helps students pursue their dreams

With a loan of 125 million VND/school year, Le Duc Huy is not only able to cover tuition fees but also be assured of living expenses during his studies.

Huy's family currently lives in Ly Van Lam Ward. His father, Mr. Le Duc Thuong, was moved: "My family sells small household appliances, so when my child chose to study at a school with high tuition fees, we were really worried. Thanks to this loan policy, my child can focus on studying, and the family also has less financial pressure."

The new policy, issued by the Government from August 28, 2025, not only supports tuition fees but also covers living expenses, up to a maximum of VND 5 million/month. In particular, the preferential interest rate is only 4.8%/year and the repayment start date is 12 months after graduation, creating conditions for students to have time to stabilize their lives before repaying the debt.

Mr. Nguyen Thanh Dong, Deputy Director of the Vietnam Bank for Social Policies (VBSP) Ca Mau Branch, said: "The successful and quick disbursement of the application is a clear demonstration of the timeliness and practicality of the policy. We will continue to coordinate closely with the school and local authorities so that all eligible students can access the most favorable capital sources."

Not only Huy, other students in Ca Mau are also gradually accessing this humane policy. Such is the case of Dang Thuy Trang, a third-year student majoring in Food Technology at Ho Chi Minh City University of Industry and Trade. Trang's family in Luong The Tran Commune has received the first disbursement of 70 million VND from the Cai Nuoc Social Policy Bank Transaction Office. "Trang is an excellent student. With this source of capital, my child will be assured to pursue her passion to the end," said Dang Van Loc, Thuy Trang's father.

Or like Ms. Huynh Truc Lam in Phan Ngoc Hien Commune, also approved for a loan of 256 million VND to support her daughter's education, loan period 108 months. Her child, Phan Ngoc Thu, is currently a freshman majoring in Natural Sciences at Can Tho University. With a good academic record in 3 years of high school, especially in grade 12 with Math, Physics, Chemistry, and Biology all above 8 points, Thu is one of the typical cases that the policy is aiming for.

The People's Committee of Ca Mau province promptly issued directives, requesting relevant units to strengthen propaganda, review and support people to access policies. In communes, wards, hamlets, and villages, entrusted organizations and the Vietnam Bank for Social Policies organize to disseminate policies to each household, ensuring that the loan process is implemented in accordance with regulations, transparently and fairly.

In addition to the new policy under Decision No. 29/2025/QD-TTg, the Bank for Social Policies of Ca Mau province is continuing to implement the student loan program under Decision No. 157/2007/QD-TTG of the Prime Minister on credit for students, with a total outstanding loan of more than 350 billion VND, helping nearly 7,000 students from poor, near-poor households and households in difficult circumstances to continue pursuing their studies.

As of October 20, the whole province had more than 23 students in the area receiving loans, with a total disbursement of more than 1.8 billion VND. It is not just a number, it is a testament to the effectiveness of the synchronous participation from many sides: local authorities, banking sector, socio-political organizations and the positive response from the people.

More than just a loan, the new credit policy specifically for students pursuing science, technology, engineering and mathematics (STEM) is also a strategic step in developing high-quality human resources for the future.
