Hai Duong requires to stop the operation of illegal wharves before December 31, 2024

The Provincial People's Committee has just issued a plan to implement Resolution No. 36 dated December 29, 2023 of the Provincial Party Standing Committee on strengthening leadership and direction in managing the operations of riverside wharves and inland canals in Hai Duong . The goal of the plan is to terminate operations and complete the clearance of wharves that are not in accordance with the planning before December 31, 2024.

The province will review, synthesize, and classify yards that are not in accordance with planning, yards that are in accordance with planning, and yards with existing violations.

For yards without legal procedures and not in accordance with planning, operations will be terminated and clearance will be carried out.

For yards that only have legal procedures for investment and are not in accordance with planning, operations will be stopped; it is recommended to revoke investment procedures and request to terminate operations and clear them.

For yards with legal procedures on investment, land and other legal procedures but not in accordance with the planning, stop operations; develop a plan to implement compensation, reclaim the yard project or convert to a project in accordance with the planning.

For yards that are not included in the planning but are necessary, consider and propose to add them to the planning, stop operations, review and propose to adjust the planning according to regulations. Complete legal procedures to operate if approved for adjustment or terminate operations and clear the yard if not approved for adjustment.

For yards that comply with planning and have all legal procedures, they can operate according to regulations when there are no more violations. For yards that comply with planning but do not have enough legal procedures, they must stop operating; complete legal procedures, and correct violations (if any). Only after all legal procedures are completed and there are no more violations can they operate according to regulations.

Before March 1, 2024, complete the review, synthesis, and classification of yards. Instructions on legal procedures must be completed before March 15, 2024. Propaganda and mobilization work must be completed before April 30, 2024.

Project withdrawal, conversion, planning adjustment, termination of operations, and clearance of yards must be completed before December 31, 2024.
