Hai Phong aims to start construction of southern coastal economic zone in 2025

Hai Phong City leaders recently held a meeting to listen to reports on the implementation of a number of industrial park (IP) projects and directed to speed up the progress of the projects, ensuring completion on schedule.

At the meeting, representatives of districts and investors reported on the implementation of industrial parks that have been approved for investment but have not yet come into operation, including: Vinh Quang Industrial Park Phase 1 (Vinh Bao District); Trang Due 3 Industrial Park (An Lao District); Nomura Industrial Park Phase 2 (Hong Bang District); Nam Trang Cat Industrial Park (Hai An District).

Accordingly, there are some basic projects that are following the progress, implementing the steps of site clearance and land acquisition. In particular, Trang Due Industrial Park Phase 3 and Tien Thanh Industrial Park can start construction in April and May.

However, some areas still face difficulties and obstacles; land acquisition is slow; investors have not yet transferred all site clearance costs to the locality.

Hai Phong speeds up the implementation of industrial park projects in the city.

After listening to the report on the implementation of a number of industrial park projects in the area, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, stated: In 2025, the City was assigned by the Government a growth target of 12.5%, 1.56 times higher than the average of other countries. To carry out this task, it requires the cooperation, solidarity and unanimity of the entire political system, the people and especially the enterprises implementing industrial parks in the City.

The City Party Secretary suggested that investors in industrial park infrastructure projects share and join hands with the City, determined to speed up the progress of industrial park implementation to soon have land funds to attract production facilities.

Mr. Le Tien Chau, Secretary of Hai Phong City Party Committee, directed the industrial parks to quickly complete procedures to start construction in 2025 and put into operation and use in 2026.

Assigning specific progress for each project, the Secretary of the City Party Committee directed investors of Hai Phong International Gateway Industrial Park; Tien Thanh Industrial Park; Trang Due 3 Industrial Park; Nomura Industrial Park Phase 2; Nam Trang Cat Industrial Park; Vinh Quang Industrial Park... to quickly complete procedures to start construction in 2025 and put into operation and use in 2026. Meanwhile, Xuan Cau Industrial Park, Service and Duty Free Zone urgently completed construction and began leasing in 2026. The Secretary of the Hai Phong City Party Committee requested departments and branches to build progress to achieve the time milestones. During the implementation process, the City People's Committee Party Committee directed inspection, examination and handling according to regulations if the progress is slow.

For industrial parks that do not have investment policies, Mr. Le Tien Chau assigned the City Party Committee to direct the study of the city's industrial development needs, planning factors, land, and labor resources to direct the acceleration of project progress, prioritizing ecological industrial projects, high technology, and supporting industries, especially in the Southern Coastal Economic Zone.

In particular, for the Southern Coastal Economic Zone, the City Party Secretary proposed to speed up the progress, trying to start construction by the end of 2025. The City committed to accompanying, creating conditions, supporting, and promptly removing difficulties for investment enterprises.

Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, received the direction of Deputy Prime Minister Tran Hong Ha and delivered the closing speech of the Conference.

Receiving the direction, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, requested enterprises to proactively prepare conditions for project implementation and proactively coordinate to remove obstacles. Relevant departments, branches and localities are requested to speed up site clearance progress; focus on removing obstacles related to dykes, electricity systems, traffic, creating conditions for investors to implement the construction of industrial park infrastructure to ensure progress.
