Sea routes still account for the highest rate of violations. On the road route, subjects take advantage of policies to facilitate import and export activities; preferential policies for border residents to smuggle and illegally transport goods across the border by mixing prohibited items and high-value goods such as foreign currency, cigarettes, tobacco leaves, mobile phones, frozen foods, N2O gas cylinders, etc. into luggage.
Illegal trading and transportation of firecrackers, white sugar, pesticides, and plant growth stimulants continue in the central provinces and the Vietnam-Laos border.
On the air route, goods are concentrated in the areas of Noi Bai, Tan Son Nhat and Da Nang international airports. The subjects often use fake names, fake ID cards, unclear addresses; hire recipients to send and receive goods at long-distance airports; hire service companies to receive goods through many stages to complete customs declaration procedures to erase traces.
From July 15 to August 14, 2025, the Customs discovered, arrested and handled 1,561 cases (down 174 cases, equivalent to 10.2% compared to the same period last year); the value of infringing goods is estimated at VND 1,055 billion. The state budget revenue is VND 31.24 billion. The Customs prosecuted 4 cases and transferred 8 cases to other agencies (down 4 cases, equivalent to 33.33%) compared to the same period last year.
Accumulated from December 15, 2024 to August 14, 2025, the Customs authority discovered, arrested and handled 11,912 violations; the value of infringing goods is estimated at about VND 16,151 billion. The state budget revenue reached about VND 569.12 billion. The Customs authority prosecuted 14 cases and transferred 76 cases to other agencies.
The sea route still accounts for the highest proportion of violations with 823/1,561 cases, accounting for 52.7% of the cases detected, arrested and handled. The land route detected, fought and arrested 531/1,561 cases, accounting for 34% of the cases detected, arrested and handled; concentrated at the Vietnam - China and Vietnam - Cambodia borders.
Regarding the fight against drugs, from December 15, 2024 to August 14, 2025, the Customs agency presided over and coordinated with the Police and Border Guard forces to detect and arrest 137 cases/172 subjects, of which the Customs agency presided over 57 cases. The seized evidence included 2,263 kg of various types of drugs.
State budget revenue from import-export activities in August 2025 reached VND 35,501 billion, down 10.2% compared to July, equivalent to a decrease of VND 4,040 billion.
Revenue in the first 8 months of 2025 reached VND 298,301 billion, equal to 72.6% of the estimate, up 8.4% (equivalent to an increase of VND 23,115 billion) over the same period in 2025.
