
Director of the HCM City Traffic Construction Investment Project Management Board (Investor) Luong Minh Phuc said that in the early morning of September 16, the contractor had basically completed the temporary asphalt paving at the peeling and sagging areas in the HC1 and HC2 underpasses, ensuring the safety of vehicles passing through the tunnels.
The unit will continue to thoroughly handle damaged areas such as asphalt protrusions and ruts until September 21. For Nguyen Van Linh Street around the tunnel area, temporary repairs will be completed before September 26 and completely repaired before September 30.
Regarding the reason why the newly used asphalt was damaged, Mr. Luong Minh Phuc said that the exploitation process with high vehicle density, especially heavy trucks, along with the influence of weather caused the road surface to quickly deteriorate.
To fix this, the contractor will peel off the damaged asphalt layer, reinforce the roadbed and resurface the entire surface; severely damaged sections will have the entire road surface structure replaced.
At the same time, periodic maintenance and repair work will be enhanced before the rainy season, along with strict control of material quality and construction techniques.

The Management Board of Traffic Construction Investment Projects of Ho Chi Minh City is committed to completely handling degraded areas as soon as possible, and at the same time requires contractors to properly perform warranty responsibilities, increase periodic maintenance and repair, to ensure traffic safety and convenience for people to travel.

Previously, on September 13, SGGP Newspaper published information about the underpass on Nguyen Van Linh - Nguyen Huu Tho Street: Potholes appeared densely after only 9 months of use, reflecting that the underpass had seriously degraded.
The road surface on both sides of the tunnel is covered with potholes, the asphalt is peeling off, and is uneven, posing a danger to road users. Residents and drivers are upset and say that traveling through this area is not only difficult but also poses a risk of accidents.
Some opinions say that large-scale projects with high investment capital but quickly deteriorated, making the hope of solving traffic jams now become new traffic "black spots".
The tunnel project started construction in 2020 and after many delays was finally put into use in early 2025. However, many items such as pumping stations, drainage systems, and traffic organization are still not completed.
Not only the intersection area, the entire Nguyen Van Linh route (from Highway 50 to Highway 1) is also severely damaged. Nguyen Van Linh Avenue is currently managed and operated by the Southern Area Management Board, while the Ho Chi Minh City Department of Construction is responsible for general traffic management on the route.
