Quang Nam: Out of schedule, An Nam Urban Area Project still not completed
The An Nam Urban Area Project in Dien Nam - Dien Ngoc New Urban Area, Dien Ban Town, Quang Nam Province has been continuously interrupted and suspended. Up to now, it has reached the end of its schedule but has not yet been completed.

According to a recent report from the People's Committee of Dien Ban town sent to the People's Committee of Quang Nam province, An Nam Urban Area - Dien Nam - Dien Ngoc New Urban Area is a project with investment procedures that are not in accordance with regulations. The project implementation schedule has expired but the compensation and site clearance plan has not been approved, and land has not been allocated in Dien Ban town.
It is known that the An Nam Urban Area Project, Dien Nam - Dien Ngoc New Urban Area, invested by Ha An Real Estate Company Limited, was approved by the People's Committee of Quang Nam province in Decision No. 2529/QD-UBND dated May 8, 2020. The location of the An Nam Urban Area Project is in Dien Nam Bac ward and Dien Nam Trung ward, Dien Ban town. The total area of implementation is 194,162.6 m2. The total number of affected households is 180 households.
Regarding the implementation of site clearance, for agricultural land (180 households), the declaration and inventory of the current status has been basically completed; the origin of the land has been examined and verified (phase 1) in Dien Nam Trung ward with an area of 19,598.3 m2; the origin of the land has been examined and verified (phase 1) in Dien Nam Bac ward with an area of 51,446.2 m2.
However, the remaining land area in Dien Nam Bac ward has not been examined because the legal status of the land managed by the ward People's Committee has not been determined whether it belongs to the 5% public land fund or not. Regarding the graves (about 82 graves), the work of declaring and counting the current status has been basically completed.
The investor has advanced 200 million VND according to the contract with the Land Fund Development Center. "Currently, the project has expired and has not been extended by the competent authority, so there is no plan for compensation and support," Dien Ban Town People's Committee reported.
According to this agency, the implementation process of the An Nam Urban Area Project encountered difficulties, obstacles and had periods of interruption and temporary suspension.
Accordingly, from December 2016 to May 2017, the An Nam Urban Area Project was temporarily suspended pending addition to the land acquisition list and land acquisition plan for 2017; in 2018, the Project could not be implemented because the land acquisition project list was not approved and was temporarily suspended to review and adjust the zoning plan (scale 1/2000) according to Notice No. 80/TB-UBND dated March 20, 2018, Decision No. 1253/QD-UBND dated April 26, 2019 of the People's Committee of Quang Nam province (suspension period of more than 1 year); from 2019 to 2021, the Covid-19 epidemic broke out, so during this period, the projects were only implemented at a moderate level for works that did not attract large crowds.
Notably, the An Nam Urban Area Project has been out of progress since the fourth quarter of 2022, and is not included in the Land Use Plan for 2023 and the first half of 2024 (during this time the project has not implemented any work at all). And currently, the An Nam Urban Area Project has not been extended its progress.
Meanwhile, the agricultural land in the project is mostly managed by the People's Committees of Dien Nam Bac and Dien Nam Trung wards, the land does not have a Certificate of Land Use Rights, and is reclaimed and used by people.
Over time, many households have produced and cultivated on the land, leading to large land disputes. Resolving land disputes between households in the two wards takes a lot of time.
Dien Ban Town People's Committee reported that the An Nam Urban Area Project was affected in both Dien Nam Bac Ward and Dien Nam Trung Ward. The administrative boundary between the two wards has not been specifically determined, so the implementation of the next steps faces many obstacles.
Dien Nam Bac Ward People's Committee does not have legal documents showing that the 5% public land is managed by the Commune and Ward People's Committees, which affects the consideration and confirmation of the project's land origin.
At the same time, this locality does not have a burial area to relocate graves affected by the project; some graves are lost, and relatives have not been found to carry out declaration and counting.
