The income of individual business households depends on business efficiency. Therefore, in the past, according to the old law, business household owners were not subjects participating in compulsory social insurance. Some cases chose to pay voluntary social insurance to receive pensions when they were old, but most household owners did not have pensions and lacked sources of life assurance when they were no longer able to work.

As the owner of a restaurant on Ha Noi Street, Thuan Hoa Ward, Hue City, Ms. Kim Oanh said: “Previously, because I did not pay compulsory social insurance, I participated in voluntary social insurance with the hope of having a pension in the future. However, from July 2025, I switched to compulsory social insurance and I am very happy because I have additional maternity benefits. I intend to have a second child, so I think it is really good.”

Mr. Bui Thanh Chung (54 years old) - who has opened a coffee shop in Thuy Xuan ward for more than 20 years now shared: "According to the advice of the Social Insurance agency, although I am old, I can still receive my pension. Paying social insurance is the main way to save for my old age. There is nothing better than having a pension in old age."

The compulsory social insurance contribution rate for individual business owners is 29.5% of the monthly salary used as the basis for contribution, including 22% for the pension and death fund, 3% for the sickness and maternity fund and 4.5% for the health insurance fund. Accordingly, the monthly salary used as the basis for contribution is chosen by the participant, ensuring that the lowest level is equal to the reference salary (currently 2,340,000 VND) and the highest level is 20 times the reference salary at the time of contribution.

Immediately after Decree No. 158/2025/ND-CP, dated June 25, 2025 of the Government on detailed regulations and guidance on a number of articles of the Social Insurance Law No. 41/2024/QH15, took effect from July 1, 2025, and at the same time, following the direction of Vietnam Social Security, Hue City Social Security has developed a specific plan. The unit proactively coordinated with tax authorities to be provided with a list of tax-paying business households in the area; sent notices requesting business household owners to pay compulsory social insurance according to regulations. To fully answer all questions of the people, Social Security at all levels coordinated with local authorities to organize direct dialogues with business household owners. In addition, the city's Social Security has also promoted diverse communications, through newspapers, Hue-S, leaflets, electronic information portals, local radio systems and social networks...

Ms. Bui Thi Thu Ly, Deputy Director of Hue City Social Insurance, said: “Compulsory social insurance payment will bring more benefits such as pension, death benefit, sick leave, maternity leave and health insurance. Every month, business owners deduct a portion of their income to pay social insurance not only in compliance with the law but also bring long-term peace of mind to themselves. That is also the goal that the social insurance policy always aims for in the spirit of Resolution No. 28-NQ/TW of the Party Central Committee.

However, after nearly 2 months of implementation, the entire city of Hue has only 72 business households registered to participate in compulsory social insurance, accounting for only 8.84% of the total number of business households required to participate. In the coming time, the city's Social Insurance will continue to promote the dissemination of new points as well as policies of social insurance and health insurance, spreading the policy widely to people, businesses and business households so that they can feel secure when participating.
