Land records in Chau Duc commune (HCMC) increased dramatically

Every day, the Chau Duc Land Registration Office Branch receives more than 300 applications, creating pressure to process the procedures. Many people who come to submit their applications have to sit in the hallway, while the staff "race against time" to work.

In recent days, from early morning, the parking area and waiting room for receiving documents at the Chau Duc Land Registration Branch and Office are always full. Many people have to sit in the hallway and yard, waiting for their turn to submit their documents.

Mr. Pham Ngoc Bich, a resident of Chau Duc commune, said that he was at the office at 6 a.m. to complete the transfer procedures for more than 2,600 square meters of land, but did not complete the submission until 11 a.m.

"Although there were a lot of people, the unit arranged seats and gave out numbers so it was quite orderly," said Mr. Bich.

At the Chau Duc Land Registration Office Branch, there are more than 70 officers and employees working continuously to process documents. Mr. Thai Tang Lam, Director of the Chau Duc Land Registration Office Branch, said that from July 1, the unit continues to be in charge of land records in the Chau Duc area (formerly belonging to Ba Ria - Vung Tau province, now 6 communes in Ho Chi Minh City). On average, each day it receives more than 300 records, mainly procedures for transfer, donation, inheritance, mortgage, land division, land consolidation, and registration of information changes.

From August 15 to September 15 alone, the branch received 4,563 applications, an increase of nearly 600 applications compared to the same period in 2024, many times higher than other locations.

According to the authorities, the number of applications has increased sharply due to the real estate market showing signs of recovery and the increased demand for transfers. In addition, the issuance of new land use right certificates after surveying, along with the fear of having to re-issue "red books" after merging administrative boundaries, has also caused the number of applications to increase.

The Ba Ria - Vung Tau Land Registration Office previously implemented a project to build a land database since 2020 in 3 localities, including Chau Duc. Households that had not completed the procedures now submitted their applications en masse, leading to overload.

Under work pressure, the branch mobilized officers and employees to work overtime, including Saturdays, Sundays and holidays.

"We have submitted a request to the Ba Ria - Vung Tau Land Registration Office to sign an additional seasonal contract to resolve the work," said Mr. Thai Tang Lam.

Mr. Tran Ngoc Cam Tuan, Director of the Ba Ria - Vung Tau Land Registration Office, affirmed that the administrative merger only changes the authority and the agency receiving the dossier, not changing the land procedures. People can choose to submit their dossiers at the Land Registration Office, the Ho Chi Minh City Public Administration Service Center - Facility 3, branch office or the Commune People's Committee.

“Land information may need to be adjusted (land plot, user...) but it is not mandatory to do it all at once. This depends on the needs of the user or when procedures arise,” Mr. Tuan emphasized.
