Proposal to merge from preschool level
The Ministry of Education and Training recently sent to the Ministry of Justice , the Ministry of Home Affairs, the Ministry of Finance, and provinces and cities for comments on the draft guidelines for arranging and organizing preschool, general education, and continuing education facilities in accordance with two-level governments.
Accordingly, the Ministry requested localities to review the entire network of preschool, general education and continuing education facilities, including schools, school locations, class sizes, management staff, teachers and staff. At the same time, check and evaluate the physical facilities of classrooms, functional rooms, dormitories, public houses, kitchen areas, toilets, clean water systems, auxiliary works, teaching equipment...
Based on the review results, provinces and cities will develop plans and projects to arrange (merge, consolidate, dissolve or establish new) educational institutions in a reasonable and effective manner, without wasting resources.
The Ministry of Education and Training proposes to prioritize primary and secondary school models in sparsely populated areas or areas with difficult transportation conditions. At the same time, consider merging small-scale, substandard kindergartens and primary schools in the same commune according to a suitable roadmap.
The Ministry also proposed to retain schools and school locations with favorable conditions (facilities, traffic, population), dissolve substandard and ineffective satellite schools; and transfer children, students, and trainees to main schools with standard facilities.
Reorganize continuing education centers, vocational education centers - continuing education to ensure compliance with lifelong learning needs and management models at provincial and commune levels.

The Ministry also noted the principles in arranging and reorganizing the school network in the area: Ensuring not to reduce access to education and the safety and convenience of children, students and trainees when going to school; Do not merge if the geographical distance between the residence and the school is too far or the traffic conditions are not suitable.
Localities only merge schools and school sites within a commune; prioritize retaining schools with favorable conditions, and dissolve small schools that do not meet standards and operate ineffectively.
During the reorganization process, it is necessary to ensure that each commune has at least one kindergarten, one primary school and one secondary school. In special cases, it is possible to organize a school that combines primary and secondary schools, but separate areas must be arranged for each level to ensure teaching and learning conditions.
The Ministry requires not to merge kindergartens with general schools; not to merge regular education facilities with general schools.
About 140 universities are also preparing to face the "great rearrangement"
At the Higher Education Conference held in mid-September, Minister of Education and Training Nguyen Kim Son said that the education sector is preparing for a "major rearrangement" of higher education institutions.
Resolution 71 of the Politburo requires urgent arrangement and restructuring of universities; merging and dissolving substandard schools; eliminating intermediate levels; studying the merger of research institutes with universities; and transferring some schools to local management.
Except for police, military and non-public schools, Mr. Son said he will rearrange about 140 public schools scattered among central and local ministries and branches.
“The spirit will have to reduce a lot of contacts,” Mr. Son said, adding that the Ministry is considering many options. “It is possible to transfer schools under the central sector, managed by ministries and branches, to local areas. It is possible to merge local schools into central schools. Or schools under ministries and branches can merge together, many local schools can merge together... Some schools will be dissolved if they are too small in scale and do not meet standards,” Mr. Son said.
According to Mr. Son, the arrangement, especially with schools that are "close together" in different fields, aims to overcome the fragmented, small-scale, and undeveloped situation.
“The Steering Committee of the Ministry of Education and Training will develop a plan to report to the Prime Minister, then implement it. For schools that have to merge, the Ministry will discuss with school leaders, but this is basically an order, similar to the recent merger of provinces and cities,” said Mr. Son.
The Ministry of Education and Training must also consider restructuring options and reduce the number of focal points to make schools stronger and better, not just to reduce the number of focal points. "Even if there are schools that are not large, in terms of geopolitics, the necessary position will still be retained, and at the same time, they must develop as quickly as possible," Mr. Son said, affirming that the Ministry will have scenarios for each school with the best options.
