Support and rescue people from flooded areas

Due to the impact of storm No. 11, heavy rains for many consecutive days caused river water levels in many localities to rise, causing widespread flooding and a number of dike incidents, seriously affecting the daily life as well as threatening the lives of many people. Faced with this situation, localities have mobilized many forces to participate in supporting, rescuing, and evacuating people in flooded areas to safety.

On October 9, the People's Committee of Da Phuc commune (Hanoi) said that due to the impact of storm No. 11, the water level of Cau River and Ca Lo River rose above the alarm level III, causing dike incidents in the commune including: landslides of the upstream dike slope at K17+700 and K8+270 of Ta Ca Lo dike. In particular, on the commune's site, there was also a level III dike overflow incident at K18+500 - K26+00 of Huu Cau dike with a length of 7.5 km (the peak of the overflow water compared to the dike surface was from 0.01 m to 0.30 m).

Accordingly, 1,511 houses and households outside the main level III dike were flooded and had to be evacuated, equivalent to 6,509 people having to be evacuated to safe locations (destinations mainly interspersed with cultural houses, schools, medical stations, etc.).

Immediately after detecting the dike incident, the Da Phuc Commune Civil Defense Command organized to handle the incident from the first hour, ensuring the "4 on-site" principle to ensure the safety of the construction, people's lives and property such as: Putting up warning signs, stretching reflective ropes in the incident area, covering the glass in the incident area with tarps to prevent water from flowing into the subsidence.

In particular, for the level III dike overflow incident at location K18+500 - K26+00 of Huu Cau dike line, Da Phuc commune mobilized 10,600 people, including 10,000 people from the command force, police, militia, shock force, dike patrol and 600 more people from the army to participate in dike rescue and rice harvesting; 34 cars of various types, 4 excavators, motorbikes, tractors and 60,000 sacks of various types, about 3,000 m3 of soil, 30,000 m2 of tarpaulins of various types... to overcome the incident.

Also in Hanoi, the water level of Cau River is higher than the alarm level 3, causing more than 2,400 households with over 9,500 people in Trung Gia commune (Hanoi) to be temporarily isolated. Currently, the People's Committee of Trung Gia commune has worked with units, functional forces, and people to mobilize materials and equipment to build and reinforce the dike; support food, organize the relocation and evacuation of hundreds of households to safety.

Meanwhile, in Bac Ninh province, there was heavy rain, rising floodwaters, threatening the safety of dikes, people's lives and property. According to the report of the Bac Ninh Provincial Military Command, as of 1:00 p.m. on October 9, 2025, in Bac Ninh province, the areas of broken dikes in Tien Luc commune, flooding in Yen The and Bo Ha communes, and dike overflows in Viet Yen, Tan Yen and some other areas had been handled.

However, there are still many complicated areas in the province. Specifically, Hop Thinh commune: Cau river dike is about 20 km long, about 6 km of it has overflowed, 3 km of the water has been built to prevent the overflow of the dangerous dike; 2 landslide points (25 m and 75 m) have been covered with tarpaulins. In Xuan Cam commune: Cau river dike is about 19 km long, 10 points have overflowed, 6 points have been built to prevent the overflow, the other points are currently being handled.

In Tam Giang commune, the water level rose, there was a risk of the dike overflowing. The forces built a bank to prevent overflow and are currently handling the leakage of the Vong Nguyet culvert. In Hoang Van commune, 18 out of 43 villages were flooded and people are being assisted in moving to safety.

In Da Mai ward, the water level rose, the dike was at risk of overflowing, and 496 households with 1,967 people had to be evacuated. In Bo Ha commune, there was localized flooding, and the military coordinated with local forces to help move people and property to a safe location. Currently, the local authorities are supplying food and overcoming the consequences.

Faced with that situation, the Military Command of Bac Ninh province proactively mobilized forces to key areas, coordinated with local Party committees, authorities and militia forces to organize rescue, reinforce dikes, move assets, and help people overcome the consequences of natural disasters.

In Thai Nguyen province, immediately after the water receded, the functional forces of Thai Nguyen province urgently supported people in flooded areas to stabilize their lives, clean up their houses, and restore production. With the spirit of finishing the job rather than working overtime, the police force continued to be on duty, supporting people in evacuation, providing food, regulating traffic and cleaning the environment, with the highest goal: helping people after widespread flooding in Thai Nguyen province to soon return to normal life. Functional sectors in Thai Nguyen province mobilized maximum forces to support people in stabilizing their lives.

On the afternoon of October 9, VNA reporters noted that many low-lying areas such as Duong Tu Minh Street, Xuan Hoa Street, Phan Dinh Phung Ward, Thai Nguyen Province were still flooded, but the spirit of "leaving no one behind" was still spreading strongly. Mr. Phan Van Lap, living at 26/1 Duong Tu Minh Street, Quan Trieu Ward, shared that his house was flooded more than 3 meters deep, the flood had begun to recede last night, and he continued to receive support from functional forces to overcome the problems after the flood.

Lieutenant Colonel Dinh Xuan Tung, Deputy Head of the Traffic Police Department, Thai Nguyen Provincial Police, said that the functional forces supported people in cleaning up their houses and roads after the floods to quickly return to normal life. The functional forces used boats to support food for people and transport those in dangerous areas in need of relief to safety, and guided traffic coordination, especially to serve the activities of the leadership and relief teams.

For deeply flooded areas such as Nga My commune (Thai Nguyen province), the team of Viettel Post - a member unit of Viettel Group quickly deployed a specialized drone system to transport relief goods to people in isolated areas.

In the area flooded up to 2 meters deep, with 5 hamlets and more than 1,000 households isolated, moving by rescue boat is difficult due to the lack of safe entrance. Viettel has mobilized a technical team and a high-tech drone system to transport necessities and guide boats to rescue, while also supporting people with safe travel directions.

On October 8-9, Viettel's drones carried out 200 deliveries of essential supplies (equivalent to 5 tons of goods) and 30 navigation missions, helping rescue forces determine the fastest route to deeply flooded areas...

According to the assessment of the Ministry of Agriculture and Rural Development, despite efforts to implement many prevention and response solutions, in reality, many natural disasters have occurred at levels exceeding the tolerance of people and the existing prevention system. In particular, in recent times, storms and post-storm circulations have caused serious damage to people and property. The total estimated damage to date has reached 35,000 billion VND, equivalent to about 1.3 billion USD - accounting for nearly 50% of the total damage caused by natural disasters in 2024. National GDP growth has also been affected, decreasing by about 0.2 percentage points.

Faced with that situation, the Vietnamese Government has been proactively implementing response measures and support policies, and hopes to continue receiving companionship and support from international partners.

At the meeting between the Ministry of Agriculture and Environment and the Disaster Risk Reduction Partnership held on the afternoon of October 9 in Hanoi, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that Vietnam wishes to share updates on natural disaster situations, priority support needs, as well as agree on a mechanism for transporting and distributing relief goods quickly and effectively.

According to Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, essential goods serving people's lives such as food, drinking water, water filtration equipment, household utensils, disinfectants... are extremely urgent. In addition, restoring housing and production after natural disasters is a key task. According to preliminary statistics, nearly 100% of houses in flood-affected areas are damaged and need to be repaired. Although the Vietnamese Government will issue a resolution with a support mechanism to restore production, domestic resources are not enough, and cooperation from international organizations is needed.
