Delegates attending the conference at the bridge point of the Department of Justice of Ca Mau province
Attending the conference at the provincial bridge point were nearly 60 delegates who were members of the Provincial Council for Coordinating the Dissemination and Education of Law; provincial legal reporters; heads of departments and centers under the Department of Justice. At the bridge point of 64 communes and wards, there were nearly 1,800 delegates who were leaders of communes, wards and legal propagandists; Secretaries, Heads of hamlets and villages in the area.

Speaking at the opening of the Conference, Ms. Pham Thi Ngoc, Deputy Director of the Department of Justice, Vice Chairman of the Provincial Legal Dissemination and Education Coordination Council, emphasized: “ Legal dissemination and education plays a very important role in the process of organizing law enforcement, especially in the context that we are implementing Resolution 66-NQ/TW of the Politburo on innovating the work of law making and enforcement to meet the requirements of national construction in the new era. Thoroughly grasping the viewpoint and goal of "Improving the effectiveness of law enforcement, focusing on building a culture of law compliance, ensuring respect for the Constitution and laws; closely linking law making and enforcement", in recent times, the Provincial Legal Dissemination and Education Coordination Council has advised the Provincial People's Committee to promptly deploy and disseminate new legal regulations, diversifying policy communication methods, Dissemination of legal documents to cadres and the majority of people at the grassroots level . Through this conference, we aim to focus on thoroughly understanding, exchanging, researching, and grasping the content of new legal documents issued by the National Assembly.
The Vice Chairman of the Provincial Council for Legal Dissemination Coordination proposed: “Within the scope of assigned functions, tasks and practical situation, we recommend that after this conference, delegates continue to organize the implementation and in-depth study of the contents of the Laws; diversify the methods of policy communication, dissemination and legal education to widely disseminate them to officials and people in the area, and at the same time organize implementation at their agencies, units and localities to achieve the best results. Ensure that the dissemination and legal education work must be carried out promptly, regularly and continuously, in order to contribute to improving legal knowledge and awareness of law compliance among officials and people; towards "building a culture of law compliance; "ensuring the respect for the Constitution and the law becomes the standard of conduct for all subjects in society" according to the objectives set out in Resolution No. 66-NQ/TW of the Politburo".

According to the Plan, the Provincial Council for Coordination of Dissemination and Education of Law deployed and disseminated 10 legal documents. At the conference, delegates listened to representatives of the Department of Justice and the Department of Home Affairs directly deploy the basic contents of 04 Laws including: Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on Organization of Local Government 2025; Law on Cadres and Civil Servants 2025 and Law amending and supplementing a number of articles of the Law on Vietnamese Nationality. These are 04 legal documents with content affecting the conversion of the 2-level local government model (province and commune), clearly defining tasks, powers, procedures for handling administrative violations, and perfecting regulations on nationality, thereby creating a legal corridor for sustainable socio-economic development.

For the remaining 6 Laws including: Law on Teachers; Law on amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; Law on amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Law on amending and supplementing a number of articles of the Penal Code; Law on amending and supplementing a number of articles of the Law on Advertising; Law on amending and supplementing a number of articles of the Law on Enterprises, the Provincial Council for Coordinating the Dissemination and Education of Law has transferred and provided documents and outlines to introduce the law to delegates for study and implementation at agencies and units, as well as to disseminate the law to officials and people in the area.

Through the conference, the Laws passed by the XV National Assembly at the 9th Session were promptly, fully and seriously deployed to members of the Provincial Council for Coordinating Legal Education and Dissemination; Provincial legal reporters; heads of departments and centers under the Department of Justice; leaders of communes, wards and legal propagandists; Secretaries, Heads of hamlets and villages, contributing to equipping legal knowledge to serve the direction, administration and propaganda work to cadres, civil servants, public employees and people in the province, gradually bringing the Laws into life./.
